Details
Council is seeking tenders from suitably qualified contracts for the specialist commercial fit-out for 1 Nicholas Street.

This Request for Tender (RFT) outlines the Scope of Works (SOW), technical requirements, and project deliverables to enable tenderers to prepare a comprehensive and compliant offer. Definitions contained within the standard contract apply to this package, supplemented by additional terms including the Base Building NABERS Rating, and Preliminary Design Package (PDP) requirements. The principal contractor will be responsible for delivering all defined outputs for each stage to be deemed complete.

Good Afternoon David,

Thank you for your recent RFI responses, just adding a few of our own as follows:

1. Will tenderers be required to complete re-balancing and/or testing of the zone pressurisation system following completion of the project?

2. Is Ipswich City Council aware of any impacts the works may have to the base building fire engineering? And if there are impacts, will tenders be required to amend the fire engineering as well as subsequent submission to QFES for approval?

1. Zone Pressurisation System should not require testing - balancing of air flow will be necessary to suit changes to duct and outlets undertaken in line with redesign of the system - Delta Services have been nominated to be used to complete interface of Mechanical with the BMS . 2. Contrators to assess as part of detailed and services design and provision of buiding approvals. it is not anticipated that the FER will be impacted however if so this will be the responsibility of the contractor to manage and submit

Question:
Could you please confirm if a Medium Rise builders licence is acceptable for this project, as the project is only a fitout on Level 8, as per the QBCC guidelines a Medium Rise Buidler can perform the fitout works as per the tender documentation as there is no structural works to be performed within the scope of works.

As per the Mandatory Crieria (Schedule 3 - Evaluation Criteria), it states that a Possession of a QBCC Open Builders licence is mandatory.

Not sure what Group 1 references however FFE is to be provided by the contractor - Marked up floor plan indicates furniture arrangement - all furniture is new with exception of nine (9) combinations of support staff furniture including workstation, chair. mobile unit under desk and 1200 long storage cabinet - provision for an additional single workstation space to western area is required however no furniture to this location - services provision only.

This is part of the detailed design to be compelted by the contractor - River City Locksmiths have been nominated and will be able to supply Council Specific CLIQ masterkeyed cylinders - Chubb have been nominated and will undertake changes to the Gallagher Access Control System and will supply all electric strikes etc - Door hardware to be sourced and supplied include door handles ( confirm with Chubb ) , acoustic door seals , door stops , door closers to match existing .

While attendance at a site inspection is not mandatory, tenderers are advised that the project is located within an operational government building and is subject to specific access, safety, and operational requirements. These conditions may influence construction methodology and staging.

Interested Tenderers who missed the initial site inspection on 31 April 2026 are therefore encouraged to attend the additional site inspection scheduled for 9 April 2026 at 10:00am to gain a better understanding of the site and inform their submission. Interested parties must RSVP via the QR code contained in the original Request for Tender documentation to confirm attendance. Please arrive 15min early at the concierge to obtain visitor passes.
