Mildura Rural City Council is the local government organisation that represents and serves approximately 51,000 people who reside in or own land within Mildura Rural City. Located in North West Victoria, the municipality covers an area of 22,330 square kilometres.

Mildura Rural City Council was established on 20 January 1995 following the amalgamation of the former City of Mildura and the Shires of Mildura and Walpeup.

Mildura Rural City Council is seeking Tender responses from suitably qualified organisations to provide design and documentation services (Stages 1 and 2) for landfill capping, rehabilitation and transition to Transfer Station operations of Mildura Landfill in compliance with:

• Environment Protection Act 2017 and EPA operating licence conditions

• Operating licence condition OL_L22 (Landfill Rehabilitation Plan)

• Best Practice Environmental Management: Siting, Design, Operation and Rehabilitation of Landfills (EPA Publication 788.3 August 2015 – “Landfill BPEM”)

• Landfill Licensing Guidelines (EPA Publication 1323)

• Environment Reference Standard No. S158 Gazette 29 March 2022

This contract encompasses:

• Stage 1: Assessment, Concept Design and Approvals

• Stage 2: Detailed Design and Tender Documentation

There is a Stage 3 to this project which covers Construction Supervision and Contract Administration, however this will be procured by Council under a separate tender process following completion of Stages 1 and 2. Tenderers are not required to price or program Stage 3 services.

Council will engage an EPA accredited Auditor directly under a separate contract to ensure independence and regulatory compliance. Tenderers should refer to appendix 2027-335 Mildura Landfill Final Capping Works – Engagement Schedule for a detailed overview of the interface between the Design Consultant’s and Auditor’s workstreams at each stage, including the sequencing of deliverables, Council decision points, and stage gate milestones.

ENQUIRIES: Any tender enquiries should be directed to the online forum in VendorPanel.

INSPECTION: A site inspection is scheduled for 9.00am on Tuesday, 13 October 2026. Inspections are highly recommended but not mandatory.

SUBMISSIONS: Completed responses can ONLY be submitted electronically by uploading into the VendorPanel System. Respondents will receive a confirmation email response upon completion. Should assistance be required please use the help function or the online chat available from the home page of VendorPanel.

Submissions must be fully received by the closing time as late submissions will not be accepted. Council is not bound to accept the lowest priced Tender or all or any part of a Tender and reserves the right to conduct the Request for Tender process and select the successful respondent(s) as it sees fit. All responses must be made by online submission. Any response made by any other means (open email, facsimile, post or in person) will not be considered.

Council encourages innovative and creative responses to its specification, however such responses should always form part of a conforming tender.
