The State of Queensland, acting through the Department of Education and represented by Arts Queensland (the Customer), invites suppliers to submit offers for Invitation to Offer No. AQ 12813, for the provision of building bundled services—including cleaning, waste management, hygiene disposal, and pest control, across the Customer’s properties located at the Queensland Cultural Centre (QCC) and other locations across Queensland.
The Customer’s properties above are considered prestigious infrastructure asset of international standard, and collectively it showcases world renowned theatre performances, houses a number of public artworks / exhibitions and cultural assets. With a high volume of patronage and to meet international standards, these facilities need to be aesthetically pleasing, and it is therefore necessary to maintain the area to an acceptable standard for public presentation.
The objective of the Building Bundled Services Contract is to provide and make available specialised services to the State’s flagship cultural institutions to ensure that facilities are presented to a high standard, fit-for-purpose and use, and compliant for activities delivered by all cultural institutions and arts and cultural tenants.
The Customer is seeking competitive offers from companies with demonstrated experience in working on a live 24/7 government Sites that understand the ongoing complexities of undertaking works at cultural facilities whilst ensuring minimal disruption to the day-to-day operational needs of the tenant(s).
Scope Inclusions
Suppliers should have expertise, resources and capability to deliver the Bundled Services (the Services) to meet the specifications to the nominated Service Site Locations which incorporate in summary (but not limited to):
• Cleaning:
Suppliers must deliver routine, periodic, and additional cleaning services, adhering to manufacturers’ and heritage specifications for all surfaces and materials. Contractors are responsible for maintaining and replenishing consumables on site, including paper hand towels, toilet rolls, hand soap, and bin liners. Quantities may be adjusted based on operational needs.
• Waste Management: Waste services must meet world-class public venue standards at mostly 24/7 accessible sites. Contractors should plan for minimum service frequencies, with flexibility to increase tasks as required. Emergency waste collection response within 24 hours is expected. Contractors should also provide updates on recycling and sustainability initiatives.
• Pest Control:
Routine and additional pest control services must minimize chemical impact on live animals and sensitive environments by working closely with stakeholders. A comprehensive pest management program is required to control pests effectively until the next treatment.
• Hygiene Disposal:
Contractors are responsible for maintaining and replenishing hygiene-related consumables and static units, including sanitary bins, nappy bins, air fresheners, hand-roll towels, and bathroom vending machines. Quantities and services may vary with operational requirements.
• All Service Categories:
Suppliers must submit details and pricing of all products, chemicals, and dangerous goods intended for use or storage on site for approval by Arts Queensland before contract inclusion.

AQ response to RFI:
To clarify, the intent of this tender is to assess offerors who can deliver all four disciplines outlined within the Building (Bundled) Services specification as a single, integrated service offering. While pest control is referenced under a separate heading within the Building Maintenance section, it forms part of the bundled services sought.
Additionally, submissions limited to pest control services only will not meet the requirements of this tender. Proposals must address the full scope of services included within the bundled services specification.

Q. Capacity of the grease trap and paint trap sizes, please.
A. The size of the grease & paint traps are below. NOTE: the suppliers are to provide a price per litre price only.
Q. What size are the battery buckets.
A. Suppliers are to provide a service price for 5L battery recycling buckets.
Q. QPAC Waste Room - Cardboard Compactor.
A. The cardboard compactor size at QPAC is Bramidan x25, which produces 1200mmx 800mm which weighs 200-300kg each bale.
Q. QPAC Cleaners Storeroom - Fluoroes Fluorescent Tube Compactor.
A. The table is incorrect, there is currently an 1100l Bin for the fluorescent tube recycling. Not a compactor on site.
Q. Glass House OB Dock – Paper & Cardboard Compactor.
A. Glasshouse will no longer have its own compactor, the cardboard compactor for glasshouse is the same compactor allocated to QPAC within the OB Dock.

Appendix B Drawing - Floor finished and external hard surfaces were sent with the appendix 2 for the specification attachments.
This document has all maps and floor finishing types for QPAC, Glasshouse, GOMA, QAG, SLQ the EDGE, Cairns and QM Townsville. They also are provided for 5 days, 7 days, and special requests.
There are also flooring type and m² sizing provided in section 2.9 of the specification document.
OS1 & OS3 are below.
OS1 - 50m² of carpet, 240m² vinyl
OS3 - 140m² of carpet, 35m² of vinyl
A map has been attached under Addendums that displays common area dimensions, all surfaces are concrete.

For Hygiene Services, we've noted some discrepancies between current numbers and the tender document. Would you advise which numbers are correct, please?
1. QMUS – Ozifresh servicing 25 sanitary bins 4 weekly and 9 sanitary bins fortnightly. Tender document shows 34 serviced 4 weekly.
2. QMUS - Sharps have reduced from 5 x 1.4 ltr loose to 2 x 1.4ltr loose.
3. QAG – Ozifresh currently servicing 27 sanitary bins 4 weekly. Tender document only shows 21 sanitary bins serviced 4 weekly.
4. QAG – Ozifresh currently servicing 6 nappy bins weekly. Tender document only shows 4 nappy bins weekly.
5. QAG – Ozifresh currently servicing 11 Air fresheners. Tender document only shows 8 Air Fresheners.
6. QAG – Ozifresh currently servicing 1 Vending Machine. This is not shown in Tender Document.
7. GOMA – Ozifresh currently servicing 68 Sanitary bins. Tender document only shows 65 sanitary bins.
8. GOMA – Ozifresh currently servicing 15 Nappy bins. Tender document only shows 10 Nappy bins.
