Richmond Valley Council is seeking Tenders from appropriately qualified and experienced Tenderers for the construction of a new steel fibre reinforced concrete roundabout at the intersection of Patricia Street with the Bruxner Highway in Casino, NSW.
A more detailed brief of the extent of services required by Council is set out in Part 3 – the Specification of this Tender document.

Details
Burchill Engineering Solutions (Burchills) have been commissioned by the Richmond Valley Council (Principal) to prepare the Detailed Design of the Bruxner Highway and Patricia Street SFRC Roundabout and associated works at Casino, NSW. The intersection is being created to allow future development of the land to the north and south.
This Technical Specification has been prepared based on the Detailed Design completed for the intersection upgrade and associated roadworks. The specification is intended to inform the construction of the project.
Accordingly, this specification contains the following information;
• Standards and Design Codes;
• Construction requirements;
• Site operation requirements; and
• Quality Assurance requirements
As part of the Construction contract, it is anticipated that the Contractor will undertake review of the detailed design documentation and technical specifications to construct the project.

Details
The Contract linked to this Technical Specification includes the supply of all materials, plant and labour for the construction for the intersection upgrade at Patricia Street, Casino.
The scope of works includes, but is not limited, to the following:
a. Site clearing operations;
b. Installation of appropriate erosion and sediment control measures;
c. Establishment of approved traffic / pedestrian management arrangement and maintenance of the measures during the construction period;
d. Maintenance of two way traffic at all times during construction;
e. Construction of bulk earthworks for new road, widening of existing road and access track if required;
f. Roadworks including full depth pavement to new road areas and wearing surface to disturbed sections of the existing road;
g. Stormwater drainage infrastructure;
h. Construction of culverts and associated scour protection;
i. Construction of utility infrastructure including new water main and electrical network modifications (electrical design may be issued as a variation to the contract);
j. Remedial works and re-vegetation to disturbed areas;
k. Remediation of existing fences and all disturbed areas;
l. Provision of as constructed drawings and certification

Can Council please clarify the following:
1. Please provide the geotechnical investigation report, as referenced in Part_3-BE230077-RP-TS-00_(IFT), Item 2.2
2. Topsoil Stripp depth is nominated as 150mm depth in drawing C230, but 100mm depth in the BOQ. Please advise the correct depth
3. There is no provision in the BOQ for remove/ replace unsuitable, however, drawing C230, Typical Earthworks Sequence Notes: Item 4 & 5 directs any unsuitable material encountered to be removed and replaced with approved fill material. Please advise if an additional item is required.
4. There is no provision in the BOQ for ground surface treatments following stripping of topsoil. Please advise if this is to be included in the BOQ earthworks items, or if another item is required.
5. Drawing C230, Typical Earthworks Sequence Notes: Item 7 directs “Provide Grassing to topsoiled areas as directed”. However there is no item in the BOQ for landscaping. Please advise if another item is required in the BOQ.
6. Part_3-BE230077-RP-TS-00_(IFT), Item 4.7 Demolition Works refers to a timber bridge structure to be removed. Please advise if there is a timber bridge structure on the site or is this an error?
7. Is the house on Patricia St/ Arther St (Lot 2740 Bruxner Hwy) currently occupied, and does access need to be maintained to the house?

1. This report is not yet available. The testing has been completed and we are aiming to issue the report prior to closure of tenders. If this doesn’t occur, clear assumptions in your submission will be required to assess tenders fairly.
2. The correct depth is as per the drawings. Please amend the BoQ accordingly. Note the BoQ was provided for information purposes only and the Tenderer must be satisfied their submission covers all Works required under the Contract.
3. Please add a line item to the BoQ within the provisional section at the end. Please note this is a Lump Sum tender hence this item must be provisional.

Can Council please clarify the following:
1. Thank you for the CAD file for the existing terrain. However, given the tight timeframe given to complete this tender, we really do need the CAD file of the design model as well please. Please provide the design model as soon as possible.
2. In order to do our traffic staging, we need to know urgently if the existing house on Patricia St needs to have access maintained to it throughout the construction of the roundabout. Please let us know as soon as possible.
3. There is also a small box culvert 450 x 300 included in the drawings. Please advise the item number in the BOQ for small box culvert 450 x 300 and end structures.

3. All stormwater other than the large box culvert is lumped into the ‘Stormwater Line’ item of the BoQ. Note this is a Lump Sum tender and the tenderer must not rely on the BoQ provided. The tenderer may add any items it sees fit to ensure the BoQ submitted includes all Works required under the Contract. Variations will not be considered for BoQ inaccuracies and the Priced Bill of Quantities will be used solely for assessing progress of the Works and possible variations.

Hi Brendan,
For traffic management considerations the Bruxner is an approved B-double route for design purposes turning paths for 26m B double straight through movement and 19m semi for all other movements are required.

Can Council please clarify:
In relation to the Undertakings to be provided by the Contractor, Contract Items 33 & 34 both state $1,000,000.
Usually this is 5% of the Contract Sum for Contract Item 33, and then reduced to 2.5% of the Contract Sum for Contract Item 34?
Could Council please amend this as $1,000,000 undertaking for a project of this value is an extremely high percentage.

This a requirement from Transport for NSW under the Works Authorisation Deed. Council has unsuccessfully requested that Transport for NSW amend this requirement. Councils preference is for a conforming tender to be submitted however a non-conforming proposal as to how this maybe efficiency addressed will be considered.

As previously discussed, the design model is required for the traffic staging for the roundabout construction, and for the quantity checks for the lump sum contract. We understand RVC is trying to obtain this for us. We respectfully request an extension of time of 1 week for the tender submission to allow enough time to do the traffic staging and consequential methodologies and costings. On receipt of the design model files, we will need more than 2 weeks to assemble a comprehensive tender.

*What concrete and compaction testing requirements are mandatory for this project?
*Is there a detailed electrical design component? When speaking with electrical designers they have mentioned there would be substantial electrical lighting required for a roundabout on the Bruxner Highway.

- Confirming TfNSW IC-QA-R83 and IC-QA-R82 are the specifications for the concrete roundabout component of this project.
- As per the abovementioned specifications
- Electrical design drawing ECN-098112 has been uploaded. Stage 1 only works as shown on the plan will be part of this project. These works include relocation of existing power and lighting to roundabout and adjoining roadway.

Hi Robert,
- Yes, it is expected that a recessed concrete slab be constructed as the base for these box culverts. Refer to attached for detail of this base slab, noting that there will be no link slabs (will be 5 x precast cells laid side by side as per drawings).
This detail will be incorporated into an IFC set for the project and issued to the successful Contractor.

1. Thank you for supplying the .dwg files. Our survey manager has searched through all the files, and unfortunately still cannot locate the 3 dimensional design model. He has issued the following explanation:
“Please request the 3D model, preferably in 12d format, including alignments, design road strings, pavements, and design TINs. We see that you are using 12d Synergy for your document management, which could indicate that the designers are also using 12d Model to produce the design model. We work in 12d and can ingest 12da files. If they contact the design firm and request a 12da of the full project including the original survey that would be ideal.” I hope this helps.

Good Morning,
Please see uploaded file TIN DESIGN-DWG
Council also has a file 241121 3D STRINGS & TINS.12daz but Vendor Panel is not compatible with file extension .12daz, this file is available to be emailed upon request.
These files include all alignments, centre lines, control lines, strings, existing ground level (brown lines).
Please note it doesn’t include pavement as pavement design has not been finalised. The depths in the BoQ are indicative only at this stage.
