Wagga Wagga City Council are seeking a suitably qualified and skilled service provider to complete a Site Master Plan, incorporating the current and future operations at the Gregadoo Waste Management Centre.
Wagga Wagga City Council operates a landfill (licence 6671) and seven rural transfer stations in the Wagga Wagga municipality. Council aims to develop a Site Master Plan, aligned with the Draft Waste and Resource Recovery Strategic Plan, to guide operations and growth over the next 20 years plus. The plan will meet environmental and regulatory standards, address future resource recovery, infrastructure layout, and site improvements, and is to be completed by the end of 2026.
Wagga Wagga City Council invites quotations from Contractors for the provision of the completion of a Site Masterplan, incorporating the current and future operations at the Gregadoo Waste Management Centre (GWMC).
PRE-TENDER BRIEFING:
A pre-tender briefing will be held on Wednesday 4th March 2026 at 2PM. This Briefing will be held at Wagga Wagga City Council Meeting Room, 243 Baylis Street, Wagga Wagga. Registration to attend the briefing can be made via email procurement@wagga.nsw.gov.au.
Whilst this briefing is not compulsory, consultants are encouraged to attend to obtain a firsthand understanding of the works required.

The Request Summary states that the DRAFT STRATEGY (ATTACHMENT) IS FOR TENDER PURPOSES ONLY.
Assuming that this refers to Wagga Wagga City Councils DRAFT Waste and Resource Recovery Strategic Plan, which is also referenced in the RFT document, it does not appear to be attached. Can you please clarify?
Also, Section 7.5 of the RFT document states that The desired timeframe for the delivery of the final report is by November 2026 with an expected
commencement data of January 2026.
Considering that the tender closes only in April 2026, can you please clarify if the desired finish date of November 2026 will roll over accordingly?

Please find below clarification questions:
1.6 Description
Council invites contractors for the provision of the completion of a Site Masterplan. Does this mean we have to follow the existing one and update/complete?
7.1 Background
Confirm is the adjoining 103 hectares for future resource recovery activities are cover under current Gregadoo EPL or will need a new one.
7.2 Project Outcome
Requirement is to complete a Site MasterPlan. Information on the degree of development of the current master plan. Do they like it and want to progress? Or they want a new one?

This section presents many aspects the council expects from the MasterPlan. We need to understand what is out of the table to be developed on site. Wagga has a MRF run by a private entity (Kurrajong Recycling) Do they want to complete with them? What about C&D waste? Where it goes?

Since Gregadoo site has an onsite composting facility managed by a third party, is part of this tender the transition of that site to FOGO reception and processing?

What is the intention of identifying: what is involved in that? The RFQ asks the consultant to identify opportunities, critical infrastructure, current infrastructure (road, car parks, weighbridges, depots, offices) to what level is council expecting this to be done at; e.g. is it to produce a final set of preferred opportunities and then develop a draft design specification of required /critical infrastructure to indicate what is missing today and what it could/should possibly look like in the future?

Please clarify the developing a circular infrastructure plan for the land, what do you include in land: is that related to the actual construction of the land and also the built environment e.g. Including the potential facilities and how materials are chosen used for on-site reprocessing facilities, landfills, WRC to be established as per the 20 year plan or is it just related to the development of roads, landscaping etc.?

Can we consider all travel cost associated to the project as provisional sums?
Can council indicate which of the activities during this project will require mandatory in person presence?

During the tender Briefing presentation, it was indicated that the Resource Recovery and Waste Strategy were initiated and near completion. Can we assume they will be ready before this tender is awarded and will become part/guide of the Masterplan?

1.6 No existing masterplan exists, we are seeking the development of a new masterplan.
7.1 The current 103 hectares has not been added to the Gregadoo EPL, council will undertake this process with EPA to include.
7.2 Council is seeking advice on best use of the site. Accordingly, we would like the consultant to complete a site masterplan for Councils use.
7.2 Council would like advice on long term sustainability of material recovery to be able to make a decision whether council should explore it's own MRF facility. Ideally council does not want to compete with Kurrajong Recycling, but it will depend on the risk of how future proofed Council's material recovery is with Kurrajong. It is not off the table, council will work with the consultant to determine whether council wants to bring this inhouse.
The new Waste Strategy has a big C&D waste minimisation target. Council would like advice on best approaches to meet this target. Do it ourselves vs joint partnership vs enablement of the industry. This should be supported by case studies and effective business models that help divert C&D.
7.2 We wish for you to research the opportunities for this item, the third party has an agreement via a lease until 2029.
7.4 We are seeking engagement with key stakeholders which include Council staff members, you need to provide an engagement methodology and how you will meet this deliverable.
7.4 No we are seeking for the consultant to carry out the community engagement activities.
Site Plan 2025: This is the current layout of the site, we are open to changes, opportunities for improvement and recommendations.
General 1: We are open to considering on site reprocessing or supporting regional reprocessing, not seeking to replicate positive existing practices within our region unless they benefit council.
General 2: We are asking you to understand the current services and infrastructure and maximise the efficiency of existing assets or provide recommendations, that is to improve, decommission or use alternatives etc.
General 3: A circular infrastructure plan refers to creating a plan that provides physical spaces that integrate sustainable infrastructure. , ie. Looking at waste management facilities, recycling, repair, remanufacture, reuse solutions etc. Keeping assets and materials at their highest value at one location where possible.

General 5: Workshops with key Council staff at start of project - introduction
Aspects of your community engagement plan – in person.
The above are the minimum, other items such as presentations can be done online.
Communication Plan: The consultant is required to do both, develop an engagement plan and deliver the engagement.
Communication Plan: Public Exhibition periods are 28 days. The consultant will be required to prepare the submission report to council based on the PE results/submissions.
Strategy: The Strategy is currently on public exhibition, closing 22nd April, a final report due back to council for endorsement during May. The final Strategy will be ready around mid year but largely is not expected to alter too much.

Can Council please confirm whether external Town Planning advice is required to be provided by the tenderer, or whether Town Planning input will be provided internally by Council as part of the Gregadoo Masterplan process?

Yes the consultant will need to seek external Town Planning advice. Please identify clearly the external costs in your tender response. Some input can be provided by internal planners but cannot provide advice. Council will work with the preferred supplier on best approaches for planning once selected.
