What the buyer is requesting
Details
Sunwater has been developing a Reference Design for a new weir proposed to be built on the Boyne River at Cooranga, south of Mundubbera in the North Burnett region of Queensland, Australia.

At the end of 2025 Sunwater is seeking to appoint a suitably experienced design consultant to further develop the Preliminary and Detailed Design in readiness for construction activities to commence in 2027, subject to an investment decision and planning and environmental approvals.

Three (3) successful EOI Respondents will be invited to participate in a Request for Offer tender phase that is planned for release around mid-October 2025. The successful design consultant is expected to be appointed in mid-December 2025.

Schedule M2 - Financial capability:

The EOI states: “You must provide contact details (name, title, email, mobile/land line) of three references of similar successfully completed projects for Sunwater to contact at Sunwater’s sole discretion.”

In our case, we have not worked for Sunwater before, so obviously cannot provide details of previous work for Sunwater. Would that criteria exclude us from progressing through the EOI stage? Would you consider this a pass/fail criteria?

Schedule W1 Relevant Project Experience and Track Record

The EOI states: “The Respondent is to use the table below to provide three examples of its previous projects of similar complexity and scale successfully completed within the past ten years in Australia for either Local, State or Federal Governments or other private entities”

The focus being on Australian projects here – we have not yet completed any dam projects in Australia, but we have many experiences globally, similar in size and complexity to the Cooranga Weir project. Would that criteria exclude us from progressing through the EOI stage? Would you consider this a pass/fail criteria?

Question:
Schedule M3 Insurance Certificate of Currency:

Referring to: “Third Party Personal Injury and Property Motor Vehicle”

We do not have/operate company owned vehicles, thus are not required maintain “Third Party Personal Injury and Property Motor Vehicle” insurances – just wanted to clarify how we should state in the EOI response, so that we “pass” this criteria, considering the above.
