We are preparing a response to CN-27466 and would be grateful for clarification on the following before we finalise our offer.

1. Closing date

The RFQ states a closing time of 2:00pm on Thursday 27 August 2026. VendorPanel VP521303 lists 2:00pm on Friday 28 August 2026. Could you please confirm which governs? We are working to the earlier date in the meantime.

2. Mandatory criterion — Key Personnel (c)

The third mandatory Key Personnel requirement is "previous experience with Queensland Department of Transport and Main Roads and Queensland Rail in the delivery of roads and/or rail infrastructure projects". We would appreciate confirmation on two points:

(a) Whether experience with both agencies is required, or whether substantial experience with either is sufficient.

(b) Whether experience gained delivering projects on TMR or Queensland Rail assets through a principal contractor, joint venture or alliance satisfies the requirement, or whether direct engagement by the agency is required. A significant proportion of senior rail delivery experience in Queensland is gained in that structure rather than through direct engagement, and a narrow reading would exclude candidates who have spent years delivering these agencies' projects.

3. Basis of the 1,840 hours

Evaluation Criteria 3 refers to availability "assumed at 1840 hours over contract term". Please confirm whether 1,840 hours is a maximum, an estimate for evaluation purposes, or a minimum commitment, and whether hours are drawn down against an approved forecast.

4. Service location and site travel

The supporting projects extend from Torbanlea to Varsity Lakes. Clause 8.2 of the General Contract Conditions reimburses travel only where the Customer requests the Supplier to travel away from the agreed service location. Could you confirm the intended service location for this engagement, and how travel to the supporting project sites is to be treated — as within the agreed service location and absorbed in the hourly rate, or as reimbursable travel requiring prior approval? This materially affects how we price.

5. Price review over the extension option

The Contract Details do not specify a price review mechanism, so under clause 8.3 of the General Contract Conditions the hourly rate would remain fixed across the initial term and the twelve-month extension option — a period of up to twenty-four months. Please confirm whether that is TMR's intention, or whether an escalation mechanism will apply to the extension.

6. Framing of Evaluation Criteria 1

Evaluation Criteria 1 seeks demonstrated experience undertaking comparable assignments and also requires a detailed CV for the nominated resource. Could you confirm whether responses should be framed around the nominated Key Personnel, the supplier organisation, or both?

1. Closing date is Friday 28 August 2026 @ 2.00pm. I will issue an addendum shortly.

2(a) Experience with either TMR or Queensland Rail is sufficient, provided the candidate can demonstrate direct interface and engagement with the other agency as part of the project scope. For example, experience on a TMR project that required engagement with Queensland Rail.

2(b) Experience may be gained as a consultant, principal contractor or through an alliance arrangement, provided a contractual relationship with the relevant agency can be clearly demonstrated.

3. The 1840 hours represents the full-time cap for the contract term. Pricing must be submitted on this basis.

4. The service location is 140 Creek Street, Brisbane. Any approved travel will be arranged and funded by the principal, including the sue of pool vehicles where required. Incidentals and the use of private vehicles for personal convenience must be included in the hourly rate. Travel is expected to be infrequent, typically one or two trips to Ormeau per month and one trip to Torbanlea per quarter.

5. Tenderers are encouraged to propose a pricing approach for any extension option (for example, a fixed increase or indexation methodology). This will be considered as part of the Value for Money assessment.

6. Evaluation Criterion 1 should be addressed with reference to the nominated Key Personnel.

The closing date in the RFQ is 2:00 PM on 27 August 2026 which does not match the system that states Friday 28 August 2026 02:00 PM.

Would you be able to kindly confirm the correct closing date?

The tender closes on Friday 28 August 2026 @ 2.00pm. We had hoped to release the tender on the Thursday which is why the original close date was stated as Thursday. I will issue an addendum shortly.

We submitted a supplier query on this RFQ on 16 August and have not yet received a response. With the closing time approaching, we'd appreciate a reply at your earliest convenience so we have time to finalise our offer.

For ease of reference, our outstanding questions were:

1. Closing date. The RFQ document states closing at 2:00pm Thursday 27 August 2026, while VendorPanel shows a different date. Could you confirm the correct closing date and time?

2. Mandatory criterion (c). This requires "previous experience with Queensland Department of Transport and Main Roads and Queensland Rail in the delivery of roads and/or rail infrastructure projects." 4. Agreed service location and travel. General Contract Conditions clause 8.2 limits travel reimbursement to travel the Customer requests away from the "agreed service location," which isn't defined in the RFQ. Could you confirm what the agreed service location will be for this engagement, and how travel to the various supporting project sites will be treated?

5. Price review over the extension. The contract term includes a possible 12-month extension at the Customer's discretion, and we can't see a price review mechanism in the General Contract Conditions. Can you confirm whether the offered rate is intended to be fixed for the full potential term of up to 24 months, or whether a review would apply at the extension point?

6. Evaluation Criteria 1 format. Could you clarify what's expected within the two-page limit for the experience and capability response — specifically, whether the detailed CV is included within that two-page limit or may be provided as a separate attachment?

We appreciate this is a busy period and would be grateful for a response as soon as practicable given the timeframe remaining.

The RfQ states a mandatory requirement for a degree in Engineering. Would TMR accept a relaxation to the requirement if the resource demonstrates exceptional capability in all EC's?

Good morning.

BG&E has recently become part of the SYSTRA Group. SYSTRA is currently engaged, through a joint venture with EGIS, to provide Independent Certifier (IC) services to QTMP. BG&E observes that the Planning & Delivery Lead role appears to sit within the project delivery function and outside the IC reporting structure depicted in the RFQ organisational chart. BG&E is not involved in the IC commission and proposes to maintain appropriate information barriers and organisational separation. BG&E seeks confirmation as to whether TMR considers any additional conflict management measures necessary in relation to a submission for this role.

The specified page limits apply per evaluation criterion and not per candidate. Therefore, if you choose to submit two candidates, your response for each criterion must remain within the 2-page limit.

Suppliers should structure their responses as they see fit to demonstrate how both candidates meet the requirements of the role while remaining within the prescribed page limits.
