Background Information
Central Highland Regional Council (CHRC or Council) is seeking qualified and experienced suppliers to carry out various Works.
These Works are made available as Separable Portions and comprise of:
1. Concreting;
2. Plumbing;
3. Roofing;
4. Fencing & Gates;
5. Brickwork;
6. Electrical;
7. Painting;
8. Grouting;
9. Modular Veterinary Room, Toilet & Office; and
10. Storage Shipping Containers.
These upgrades are being made to the Emerald Animal Management Centre (AMC). The AMC is located adjacent to the exit gate from the Central Highland Regional Council Works Depot in Emerald and is located at:
• 23 Batts Street, Emerald Qld 4720
Particulars of Goods and Services
A. Works Within the AMC Compound
Works stipulated for the upgrade, repair, and renewal within the AMC compound are detailed in the Response Schedule, Scope of Works in this Specification Document and the Council supplied Upgrade Drawings x Eleven (11).
Areas within the AMC receiving these Goods and Services include:
• Inside existing Dog Kennel Building – Kennels No 1 to 13;
• New outside Exercise Pens with insulated roof panels – Pens 1 to 9;
• New Boundary fencing;
• New Internal fencing;
• New Sanitary Drainage from Dog Kennel Building, Exercise Pens & Veterinary Room, Toilet & Office;
• New Trade Waste Septic Tank;
• New Pump Well;
• Electrical Works;
• Remove Central Stormwater Drain at front of Dog Kennel Building;
• Install repair mortar, rapid screed and waterproof membrane to inside Dog Kennel Building floors;
• Install waterproof membrane to outside exercise pen floors;
• Remove and renew front and side Concrete paths;
• New Vehicle Unloading Area trafficable concrete slab;
• New Modular Veterinary Room, Toilet & Office;
• Decommission existing trade waste septic tank & pump well;
• Pressure pipe connection to pressure rising main;
• New storage shipping container x one (1);
• Relocate existing Cattery shipping container from rear to front of AMC; and
• New front gate, side maintenance access gate and rear access gate.

C. Pricing Schedule
A Separable Portion Response Schedule has been prepared for use by the Contractor to accurately include and easily total costings in a discernible manner.
This will in turn allow for the following:
1. Easy assessment of comparative cost break downs and pricing for different Separable Portions;
2. Preparation of progress claims with easily identifiable Asset Components and Trades; and
3. Contractors are encouraged to Tender for some or all Separable Portions.

Re: RFT260094 – Pricing Schedule Clarifications
We are reviewing the tender as a prospective main contractor. Could Council please clarify the following items in the ScopeReport worksheet?
Optional kennel works — rows 85–89: The subtotal in row 90 sums rows 68–84 only, excluding ventilation, water tanks, insulation, roof venting and the western shade screen. Rows 88–89 also have no pricing formulas. Please confirm how these items should be priced and included in the tender total.
Temporary fencing — row 18: This row describes temporary fencing but operates as the preliminaries subtotal, summing rows 16–17. Please confirm where the temporary fencing allowance should be entered.
Alternative roof options — rows 46–47: Both roof options feed into the exercise-pen subtotal. Should tenderers include the standard roof in the base price and show the heat-reflective option separately as an alternative or additional cost?
Alternative concrete works — rows 30–38: The subtotal includes both Option 1 and Option 2. Please confirm the required base option and how the alternative should be presented without counting both options in the total.
Exercise-pen gates — rows 49 and 63: Row 49 includes nine exercise-pen gates, while row 63 includes thirteen gates comprising those same nine plus four others. Please confirm whether row 63 should exclude the nine gates priced in row 49.
Shipping containers — rows 95–97: Each row has a quantity of two, whereas the descriptions and specification refer to relocating one existing cattery container and supplying/installing one new storage container. Please confirm the correct quantity and pricing basis for each row.
Concrete area — row 36: The quantity is 157 m² and the comments state 157.58 m². However, the dimensions and deductions listed appear to calculate to approximately 151.77 m². Please confirm the intended area and measurement boundaries.
Items without clear standalone pricing lines: Please confirm where tenderers should allow for the nine garden taps, 3.5 m sliding gate, provisional stainless-steel kennel screens and reinforced bund around kennel 11, and whether each belongs in the base price or a separate provisional allowance.
Could Council please issue a revised pricing schedule, or confirm the permitted amendments, so tender submissions are prepared on a consistent basis?
