We are reviewing the hydroseeding works for the Galbraith Park Stage 1 & 2 tender. To finalise our scope and pricing, please clarify the following:

Seed specification

1. Please confirm the Council-approved seed species or seed blend for TU02 Hydroseeded Grass. Drawing URB-LA-015-LE states that the seed type is to be confirmed by Council.

Application rates and products

2. Please confirm the required final application rates and approved products for:

a) Seed

b) Fertiliser

c) Binder/tackifier

d) Hydromulch, including fibre type and application rate

e) Any wetting agents, soil amendments or dye

The drawing provides indicative rates but does not nominate a hydromulch product or application rate.

Extent and quantity

3. Please provide the confirmed hydroseeding quantity and, if available, CAD polygons or a Bill of Quantities identifying all TU02 areas. Please also confirm whether the hydroseed scope is limited to the future northern car park/playscape areas shown on C301 and C302.

Soil and surface preparation

4. Please confirm:

a) Whether the civil contractor will provide the hydroseed areas at finished level and ready for application

b) Who is responsible for supplying and placing the nominated 100 mm of compliant soil

c) Whether soil testing and AS 4419 certification are required from the hydroseeding subcontractor

d) Who is responsible for herbicide treatment, removal of weeds and debris, cultivation and final trimming

5. There is a discrepancy between URB-LA-015-LE, which requires cultivation to 150 mm, and URB-LA-906-DT, which requires cultivation to 200 mm. Please confirm the applicable depth.

Watering and establishment

6. Please confirm whether establishment watering is to be completed by the civil/head contractor or included in the hydroseeding subcontract.

7. If watering is to be included, please advise:

a) Available onsite water source, quality, pressure and access

b) Whether water consumption charges apply

c) Required watering duration and frequency

d) Whether temporary irrigation is available

8. Responsibility for mowing, slashing, weed control and fertiliser during establishment

Acceptance criteria

9. Please confirm the contractual establishment standard. The civil notes refer to:

a) 70% coverage within 14 days

b) Erosion controls remaining until at least 80% vegetation establishment

c) Watering for up to 12 weeks

10. Please clarify the applicable acceptance date, required coverage density and responsibility for reseeding, washout repairs or failures caused by weather, unsuitable soil or inadequate watering.

Staging and access

11. Please advise the anticipated program, number of stages/mobilisations, available hydroseeder access and expected notice before each application.

Temporary erosion-control products

12. Please confirm whether the nominated Vital Bon-Matt P47-VR1 and Vital Bon-Matt HR treatments form part of the hydroseeding subcontract or remain within the principal civil erosion-control scope.

13. Pending clarification, our offer will assume that the civil contractor provides compliant finished surfaces ready for hydroseeding, supplies a suitable onsite water source, and undertakes post-application establishment watering and maintenance.

We would appreciate your response to the above so that we can submit a complete and appropriately qualified quotation.

Council have agreed to hold another Site Tender Briefing on Wednesday 9th September 2026 at 10.00am, attendance is non-mandatory. The location of the meeting is Galbraith Park, Galbraith Park Drive, Cannonvale 4802, meeting at the Picnic table.

N.B. PPE is a requirement to attend this site, at a minimum Hi-Vis long-sleeved shirt, full length pants, steel cap boots and eye protection, it is also recommended to wear sun protection.

1. RP01 Root Guard - Can Council please confirm whether the RP01 shown along the southern edge of the Plaza on Drawing URB-LA-311-GR represents the full extent required, and that no additional root protection is required to other street trees adjacent to roads, kerbs or pavements?

2. Existing Water Meter Connection Detail on Drawing HS1002 - Can Council please confirm whether the DN100 flow meter is included and, if so, provide the required specification?

3.Pavement Type 1 – Can Council please confirm which drawings are to take precedence where the Civil and Landscape drawings conflict? For example, Drawing C301 shows concrete footpath in areas where Drawing URB-LA-202-FI shows garden/landscape treatment.

1. Root barrier is only required to protect the building.

2. The digital flow meter is to be provided by council and included in the connection fees.

3. For this particular conflict on Drawing C301 and URB-LA-202-FI the landscape drawing take precedence.

Question:
Can Council please clarify the CBR for the replacement/Import material.

Drawing C200 note 6 refers to Geotech report summary which states “recommended to remove the top layer of fill at the site with nominal thickness of 800mm. Replacement shall be with Class A or Type 2.3 Material with minimum CBR = 15%. A minimum CBR of 4% may be considered for design purposes, unless otherwise advised by a Pavement Engineer”

However drawing C010 note 6.3 states the imported general fill material should be a CBR 10

In summary my question is what is the minimum CBR value for imported Fill ?

General import fill should be in line with the Groundworks note 6 on C010. Subgrade remediation under trafficable pavement should be minimum TYPE 2.5 CBR 15%.

RPEQ Geotechnical engineer to certify the reuse of any site won material that might be fit for purpose.

Question:
The nominated lighting supplier in the tender documents has flagged that they have been told that the design will be changing, and their product is being swapped out for another supplier, and that they are pulling their offer for supply.

We haven't seen/heard anything regarding these changes until now, can Council please confirm if this is accurate, and if so what these changes entail?

Council can confirm that this is not accurate. There are no proposed changes to the lighting design, and no change to the nominated lighting supplier is being considered. The lighting design and specification remain as documented in the tender documents.

Hi,

Can you please clarify the following queries:

1. Cisco/Meraki has advised that the nominated network switch (Meraki MS250-24P) is an end-of-life item with its recommended replacement being a Cisco Meraki C9300L-24P. Please advised that the new recommended model is acceptable.

2. No model number is given for the UPS units in drawings. Stage 1 of this project specifies an APC SRTL2K2RM1UINC with associated battery pack. Shall this specific model be allowed for in Stage 2 or can a lesser cost/spec APC branded model be allowed for?
