Question
:
Hi there - is there an indicative or expected budget range available for review?
Answered on 11/Jul/2025 01:46 PM
:
An indicative budget range is not available for this request for quote.

Question
:
Hi,
Is the supplier expected to nominate all the key personnel for the Communications and Stakeholder Engagement Team, or are sole traders also able to submit an RFQ for a specific activity, ie general communications and stakeholder engagement support?
Answered on 14/Jul/2025 11:15 AM
:
TMR is seeking a response to all nominated roles at this time. Sole operators may submit as a non-conforming offer, which will then be at TMR's discretion to evaluate.

Question
:
Can you confirm that the successful tenderer for this package of stakeholder engagement services will not be precluded from participating in or tendering for future packages of work on this project?
Answered on 18/Jul/2025 01:38 PM
:
The successful tenderer for this package of stakeholder engagement services will not be precluded from participating in or tendering for future packages of work on this project, provided that the offeror:
• can satisfy TMR that appropriate ‘ring fencing’ measures are in place to separate personnel involved in this engagement from any individuals working with project proponents
• submits a satisfactory probity plan and supporting controls to TMR as part of this offer.

Question
:
Can you please advise if there is a conflict of interest to nominate a resource who is also supporting a bid under the EOI process for one of The Wave project stages currently open. Both opportunities are in bid stage only, so any conflict would be strictly managed and communicated to TMR if both bids are successful.
Answered on 18/Jul/2025 01:45 PM
:
TMR will issue a clarification shortly that highlights its expectations. Involvement in an existing EOI bid does not preclude an organisation from responding to this tender or putting forward named resources that are also involved in an existing EOI bid. However, please note the successful contractor would be expected to ensure the individuals working on the TMR services are on an exclusivity basis, that is those individuals cannot continue to be involved and assist bid side while also providing services to TMR. If your organisation has an alternative probity arrangement it would like TMR to consider, please ensure you articulate this in the relevant section of the tender response.

Question
:
Hello,
Could you please clarify the resourcing requirements detailed in the Engagement Brief as unsure if some of these roles are provided from existing project teams. Please advise the number of staff required for each role from the Successful Offeror.
Item 4.3 states "Hours will be capped at 40 hours per week" is this across the Offeror's team, as the detail in Table 1 for individual roles and the hours expected are greater than this number?
Can members of the Offeror's team cover dual roles?
Thanks very much for your time.
Answered on 22/Jul/2025 05:18 PM
:
The number of resources required for each role is outlined in the RFQ brief, noting that for the Project Information Centre staffing the Offeror must demonstrate depth to ensure coverage when required if Key Personnel are unable to attend their shift. For the optional activities, please provide a schedule of rates only as no hours or personnel are confirmed at this stage.
Hours per individual will be capped at 40 hours per week. It is preferrable that individual personnel be nominated for each role, however members of the Offeror’s team may cover dual roles if practicable within 40 hours per week.
22/Jul/2025 01:04 PM
Question
:
Is the tenderer required to submit for all roles in the engagement team? Or is one role (ie Manager) enough?
Answered on 22/Jul/2025 05:22 PM
:
TMR is seeking a response to all nominated roles at this time. Offerors may submit for a specific role as a non-conforming offer, which will then be at TMR's discretion to evaluate.

CLARIFICATION
QUESTION 1: How would you describe current community sentiment and awareness regarding The Wave project?
RESPONSE 1: Community sentiment towards Stages 1 and 2 of The Wave, previously known as the Direct Sunshine Coast Rail Line, is very positive with previous consultation activities finding that more than 80% of community consultation respondents are supportive of the rail line. Most conversations held in the project information centre and via phone are positive, noting there is some apprehension about the impacts of construction and operation. Additional communications and engagement is required to increase awareness of The Wave (announced in March 2025), which includes the rail line and metro-style services to the Sunshine Coast Airport.
QUESTION 2: Is there a forward calendar or indicative schedule of engagement activities and key project milestones over the next 6–12 months that can be shared?
RESPONSE 2: A schedule of activities is not available to be shared, however TMR can advise that activities will include:
• station precinct consultation in early 2026
• consultation for the Public Environment Report, the project’s assessment under the Environment Protection and Biodiversity Conversation (EPBC) Act, in early 2026
• ongoing engagement with schools and universities
• weekly engagement at the project information centre, as outlined in the RFQ brief.
TMR will not require the successful tenderer to lead the consultation for the station precincts and the Public Environment Report. TMR may or may not require the successful tenderer to be involved in some engagement activities for this consultation.

CLARIFICATION
QUESTION 3: What level of reporting is expected throughout the contract term (e.g. weekly summaries, monthly dashboards, executive briefings), and in what format?
RESPONSE 3: TMR will require daily reporting on days the project information centre is open, including visitor numbers, sentiment and follow up actions required by the TMR team.
Monthly input into a whole of project report will also be required. Monthly reporting on engagement at other events and programs on behalf of the project will also be required.
QUESTION 4: Specifically, is there an expected timeline for the Information Centre?
RESPONSE 4: The project information centre was opened in August 2024 and is expected to continue in some form for the duration of the project, which will be completed by 2032.
