The response provided in Addendum No. 2 to the query listed under Clarification No. 6 states that "The role will be responsible for managing the quality, completeness and accuracy of products on behalf of TMR."

The brief includes in the scope that the Technical Advisor's responsibilities include "Develop, Manage and complete project planning including ,,, a cost estimate ... to de-risk future delivery."

Will TMR rely upon cost estimates prepared solely by the Technical Advisor/Supplier or is it TMR's intention that TMR internal and or external estimators will prepare cost estimates?

Cost estimation accuracy in the railway sector has been reported as notoriously poorly performed by many practioners (advisors).

The current insurance policy obtained by the business originating this query excludes liabilities arising from inaccurate cost estimation.

Will TMR accept in a tender submission the exclusion of any liabilities arising from inaccurate cost estimation?

Thank you for your question. TMR encourages offers of nominated persons who are suitably familiar with the requirements of the Brief. The Project Manager and/or Engineering Manager have key roles reviewing and validating a range of project planning activities including cost estimates in conjunction with Consultants, TMR Subject Matter Expert’s and TMR’s assurance and governance processes as well as those of other agencies if required during project planning.
