What the buyer is requesting
Details
Suppliers are invited by the Customer to submit an offer for Invitation to Offer No. SMBHinED-010 for the provision of a Quality Improvement program to embed senior mental health nursing roles within emergency departments of public hospitals across 15 Queensland Hospital and Health Services. Focusing on an integrated care model, these new nursing roles will see patients presenting with mental and behavioural health concerns are triaged and treated as promptly as possible. This initiative will also optimise the relationship with other new services, such as the Crisis Support Spaces and Medicare Mental Health Centres, with the aim of easing pressure and releasing capacity of Emergency Departments. These specialist nursing roles will improve the care of specific patient cohorts such as those presenting with suicidality and those repeatedly presenting in crisis. This will be achieved through a collaborative co-design process with the Department and Hospital and Health Services.

Question
:
Please see below clarification questions:
1. Scope, Roles and Responsibilities
• Could Queensland Health please confirm the defined roles and responsibilities of the Department, the consultant, and the participating sites?
• The ITO notes the initiative will run across 15 hospitals. Are the participating sites already confirmed, and if so, could a list be provided?
• To help us understand the starting point across sites, could Queensland Health outline any pre work already completed as part of this initiative? For example:
o Were factors such as CSS/CSU/MMHC status or hospital acuity taken into account when selecting the sites?
o Are any of the participating sites currently undertaking relevant quality improvement initiatives that we should be aware of?
• Can Queensland Health confirm which consumer groups/presentations are in scope/out of scope (e.g. adult vs paediatric)?
• How does QH define “specific cohorts of concern” and “priority groups” for the purposes of this project? (e.g Aboriginal and Torres Strait Islander people, CALD communities etc.)
2. Implementation Approach and Timelines
• The ITO includes tender and contract dates but not site level implementation milestones. Is there an indicative timeline for when each site is expected to go live?
• Are there defined milestones or expectations for each individual site or for waves of implementation?
• Are the proposed timelines fixed, or is there flexibility depending on site readiness and local constraints?
• The ITO refers to three pilot sites. Have these pilot sites already been confirmed, and if so, could Queensland Health share which ones they are?
3. Deliverables and Standards
• The ITO outlines objectives; however, some deliverables may need further definition. Could Queensland Health clarify the expected outputs and artefacts from the consultant?
• Will Queensland Health provide standard templates or frameworks, or should the consultant develop these?
• Should deliverables be standardised across all 15 sites, or tailored to local context where appropriate?
4. Quality Improvement Methodology and Data
• The ITO indicates the supplier must use structured QI methods. Does Queensland Health have a preferred QI methodology or framework?
• What data sources will be available to support QI measurement, and which systems will this data come from?
• Will the consultant have access to real time or near real time ED data to support monitoring and improvement?
• What IT systems, dashboards, or reporting tools are currently in use across the participating sites?
5. Governance and Reporting
• Will Queensland Health provide a standard governance model for all sites, or should the consultant develop a governance structure as part of the engagement?
• Regarding the requirement for “Knowledge and Capability Transfer” (with at least 75% of assessed activities meeting expectations), could Queensland Health provide guidance on:
o whether the consultant is expected to collect evidence of capability transfer, and
o the format and scope of evidence required?
Thank you.

Question
:
1. The documentation refers to a progressive rollout across 15 hospitals over three years, however other information suggests 14 sites may be in scope. Can you please identify the 15th hospital to be included.
2. Can you clarify the expected resourcing profile for the new senior mental health nursing roles at each ED, including:
- Anticipated FTE per site (e.g. 1.0 FTE, 1.47 FTE, or other)?
- Whether the roles are expected to support business hours only or extended/24-7 coverage?
- How variation in ED size and demand will be accounted for in role design?
3. Can you clarify how the flexible top-up fund is intended to operate in practice:
-Will funding be available during the implementation phase to support continuous improvement?

Hi, apologies - there is one more question I'd like to the list below:
5. What model of Quality Improvement do you think would be most suitable given the context and scoping work leading up to this Request?
Thanks

Question
:
The ITO refers to refining the quality improvement program and the statewide model of care. To support a well-informed response, can Queensland Health outline any existing materials, frameworks, models or pre-work that currently exist and are in scope to be refined as part of this initiative?
