What the buyer is requesting
Details
Supply and installation of solar power systems across multiple Council facilities. This includes sites such as depots, stores, sheds, showgrounds, town halls, and water treatment plants across all five regions. The project also includes energy analysis services using tools such as Energy Detective (developed by RAPID with LGAQ) to assess National Metering Identifiers (NMIs) and identify the most suitable high-usage sites for solar installation.

Expected Timing (if known):

Start Date: 3 August 2025

End Date: 30 June 2027

The initial phase will involve assessing NMIs across the Council network and prioritising high-energy-use locations, followed by staged solar installations.

.To reduce the cost of electricity for high-use Council facilities and improve long-term cost efficiency and sustainability through the installation of solar power systems.
Background information / Compatibility requirements
Details
Barcaldine Regional Council operates a wide range of facilities across five regions, including depots, stores, sheds, showgrounds, town halls, and water treatment plants. Many of these facilities are high energy users, resulting in significant ongoing electricity costs. Rising energy prices and increased operational demand have highlighted the need for more sustainable and cost-effective energy solutions.

This project seeks to reduce reliance on grid-supplied electricity through the staged installation of solar power systems. Prior to installation, a detailed assessment of the Council’s National Metering Identifiers (NMIs) will be undertaken to identify high-consumption sites and determine the most suitable locations for solar deployment. This process will be supported by the Energy Detective platform developed by RAPID in partnership with LGAQ.

All proposed solutions must be compatible with existing electrical infrastructure across multiple facility types and locations, including both urban and remote sites. Systems must be scalable, allowing for staged implementation and potential future expansion. Consideration must also be given to site-specific constraints such as available roof space, structural capacity, energy demand profiles, and environmental conditions.

Installations must comply with all relevant Australian standards, safety regulations, and local government requirements. Integration with existing monitoring and reporting systems is preferred to ensure ongoing performance tracking and optimisation.

The project will be delivered in collaboration with industry partners and advisory bodies, including LGAQ and RAPID Climate Alliance, to ensure best-practice procurement, system design, and implementation.
