- Are materials already sorted, or is further processing required before transport?

- Is there a preference for local reprocessing, or can materials be sent to regional or metro sites?

- Is there any historical performance data from the previous contractor?

- How will performance be evaluated during the contract (e.g., % diversion, time-to-pickup)?
