What the buyer is requesting
Details
The Supplier will be required to provide the following Gambling Help Services (the Services):

• Counselling and Support (GH100) to people experiencing or at risk of experiencing gambling harm (P101);

• Community Education (GH104) to P101 and Service Providers (P104), Community Members (P104), and Gambling licensees, providers and staff (P106); and

• Capacity building (GH105) to P104 and P105.

The resulting contract (under Service Agreement Standard Terms) will be for an initial period of three (3) years from 1 October 2026, with the possibility of two (2) x one (1) year extensions.

Suppliers may offer to provide Gambling Help Services in one, some or all 11 Queensland Service Regions.
Background information / Compatibility requirements
Details
The Supplier must meet the following mandatory requirements:

(a) Suppliers adhere to the Queensland Government Supplier Code of Conduct.

(b) Hold the following insurances or, if successful in this ITO process, undertakes to obtain the following insurances before the contract commencement date.

- Workers Compensation as required by law.

- Public Liability Insurance for a minimum of $10 million in respect of each claim

- Professional Indemnity Insurance for a minimum of $1 million in respect of each claim

(c) Supplier has the capacity and capability to deliver the Services, either in their own right or through subcontracting arrangements.

(d) Supplier is independently accredited by an appropriately qualified auditor, under relevant Australian human services quality standards/framework (e.g., the Human Services Quality Framework, National Standards for Mental Health Services, National Safety and Quality Mental Health Standards for Community Managed Organisations or QIC Health and Community Services Standards or equivalent) or if successful in this ITO Process will undertakes to obtain accreditation within twelve (12) months of the contract commencement date.

(e) Supplier has implemented all Child Safe Standards or if successful in this ITO Process will undertakes to implement all Standards within twelve (12) months of the contract commencement date.

(f) Supplier has at least one (1) publicly accessible, child safe service centre, located in each service region/s the Offer relates to, suitable for delivering the Services or, if successful in this ITO process, will undertakes to obtain the accommodation before the contract commencement date.

A Supplier may submit a response for identified locations within a particular larger Service Region.

When completing Part C Response Schedule, please:

1. select the larger region you propose to support at Question 1.3

2. identify that you plan to cover part of the region at Question 6.2, and

3. explain how you propose to deliver the services at Question 6.3

The Evaluation Panel will consider all conforming responses.

Can a supplier tender for "one service" outlined in the guidlines such as "Community Education" or does the contract require a service provider

to provide all services for the contract as set out in the Program guidelines: Counselling and support, Community Education, Case management?

Suppliers must deliver all in scope services (Counselling and support, Community education and Capacity building) either themselves, or through sub-contracting arrangements.
