Economic Development Queensland (EDQ) is the Queensland Government’s land use planning and property development agency. We embrace partnerships across government, industry and the community to deliver new residential communities, urban precincts and industrial ecosystems.

Backed by the Economic Development Act 2012, EDQ has unique planning and approval powers and a mandate to create private sector investment opportunities by de-risking and unlocking land for redevelopment. EDQ has planned and facilitated the delivery of some of the largest residential developments in Queensland, as well as some of the state’s most iconic urban renewal projects. We set benchmarks for the property industry through innovations and we’re creating jobs of the future in regional Queensland by unlocking land to promote priority industries, including clean energy and large-scale manufacturing.

We measure our success by the value we create in economic, social and environmental impacts. Over the last decade we have generated more than $3.7 billion in private sector investment and facilitated over $1 billion in trunk infrastructure for Queensland. EDQ focuses on achieving commercial outcomes for the state while delivering on government priorities.

This project involves the development of a two-lot subdivision in Meadowbrook, which has received development approval from the relevant local authority, Logan City Council. The works will include site clearing, earthworks, installation of essential services, construction of access infrastructure, retaining walls, footpaths, and landscaping with an establishment and maintenance period. These works are critical to ensuring the timely delivery of compliant, serviced lots that support EDQ’s broader strategy to accelerate housing availability and promote sustainable communities.

The successful contractor will be required to deliver the works in accordance with approved engineering drawings, local authority specifications, and all relevant safety and environmental standards.

Economic Development Queensland (EDQ), as the Queensland Government’s specialist land use planning and property development agency, is undertaking these civil works as part of its commitment to addressing the housing supply challenges in Southeast Queensland. The region is experiencing significant population growth, creating increased demand for serviced residential lots and affordable housing options.

A mandatory site visit will be conducted from 09:00am to 11:00am, Friday 12 December 2025 at 35 University Drive, Meadowbrook. Suppliers are required to register via email to procurement@edq.qld.gov.au no later than 03:00pm, Wednesday 10 December 2025. Further information is available in Section 1.3 of the Invitation to Offer.

1. Deliver Works Within Agreed Timeframes

Complete all civil works, including site preparation, services installation, retaining walls, footpaths, and landscaping, within the approved program schedule to support EDQ’s goal of accelerating housing supply in Southeast Queensland.

2. Maintain Cost Efficiency

Deliver the project within the allocated budget by implementing efficient construction methodologies, minimising waste, and ensuring accurate cost control throughout the project.

3. Achieve High Quality Standards

Construct all works in accordance with approved engineering drawings, local authority specifications, and relevant Australian Standards to ensure durability, compliance, and long-term functionality.

4. Ensure Safety and Environmental Compliance

Maintain a safe work environment for all personnel and the public by adhering to Workplace Health and Safety (WHS) legislation and implementing robust safety management plans. Apply environmental controls to manage erosion, sediment, and vegetation clearing responsibly, minimising impact on surrounding areas.

5. Support EDQ’s Strategic Outcomes

Facilitate the timely creation of serviced lots that contribute to increasing housing availability and affordability in Southeast Queensland.
