What the buyer is requesting
Details
MidCoast Council is undertaking reservoir renewal works for the following three reservoirs:

• Harrington Reservoir 01

• Krambach Reservoir 01

• Wingham Reservoir 03

The scope of works generally includes corrosion removal and recoating of steel reservoirs, concrete remediation, roof repairs, design and construction of staircases, and repair of internal pipework.

A mandatory pre-tender meeting will commence at 10.00 am on Wednesday 15 April 2026 beginning at Harrington Reservoir 01, 42 High Street, Harrington NSW 2427. The site inspection will then continue on to Wingham Reservoir 03, 14 Skyline Drive, Wingham NSW 2429, followed by Krambach Reservoir 01, Firefly Road, Krambach NSW 2429.

Tenderers shall submit a Vendor Panel query confirming their attendance to the mandatory site meeting (these queries will not be published to other tenderers) and should allow for approximately 4 hours.

Details
Tenderers are required to utilise one of the shortlisted ‘pre-approved subcontractors’ for reservoir lining / coating works. The Tenderer shall specify their engaged lining Subcontractor within their tender submission.

Question:
Hi,

Duratec noticed the first x3 reservoir relining projects were released to the market this week. Upon reading the tender docs it mentions that approved sub-contractors on the coating/lining panel will not be directly engaged by MCC. Duratec is an approved ‘pre-selected’ sub-contractor for the lining/coating works therefore can Duratec tender for the Head contract directly? The previous relining EOI document from 2025 stated that approved lining sub-contractors would not be barred from tendering as a head contractor?

- Relining Subcontractor EOI from 2025, stating that Sub-contractors will not be barred from tendering the separate head contract

- Reservoir renewal head contract, present 2026, stating that pre-selected companies will not be directly engaged by MCC

Hi,

Thank you for your query. We understand you are referring to the following clause:

Part 1A – Tender Requirements & Preliminaries, Clause 7.7: Pre-approved Reservoir Relining Subcontractors “MCC completed an EOI in 2025 to shortlist suitably qualified reservoir lining/coating companies. Pre-selected companies will not be directly engaged by MCC for any works but shall instead be engaged by the Contractor.”

This clause is intended to clarify the engagement arrangement only and does not prevent pre-approved subcontractors from submitting a tender as a Head Contractor. Therefore, pre-approved coating contractors can submit their tender proposal and may be selected as the head contractor.

Hi MidCoast Council,

We are reviewing the Reservoir Renewal Package 01 tender documentation and wanted to clarify whether MidCoast Council requires any separate electrical engineering services as part of this project.

In particular, can you please confirm whether there is any requirement for services such as electrical design review, switchboard assessments, arc flash assessments, protection review, temporary power assessment, or any other electrical safety studies associated with the reservoir renewal works?

We noted that the electrical scope appears limited within the current tender documents, so we were interested to understand whether any electrical consulting inputs are expected either as part of this package or as a separate engagement.

Hi,

Tenderers are to base their submissions on the scope of works as outlined in the Contract documents.

Based on the current project scope and the limited understanding of the existing reservoir conditions, the works are expected to involve only minor electrical components. Any additional requirements identified during the course of the project will be addressed and reviewed as a variation to the Contract.
