What the buyer is requesting
Details
Council will collect and accept kerbside collected Food Organics and Garden Organics (FOGO) at the Castlemaine transfer station from 1 July 2027. The intention is for this FOGO material and green waste (Organic Waste) to be recycled in the Shire and for the recycled product to be made available and of value to residents and businesses within the Shire. It is estimated that around 1200 tonnes Food and Organic Waste will need to be recycled in the first year of operation, in addition to organics received from the transfer station This procurement is for suitable processors and contractors to process FOGO locally where possible.

The proposed Contract shall be four (4) years and four months from 1 July 2027 – 30 September 2031, with the option of a three (3) year extension period.

Question:
Would the council consider purchasing equipment and operating the facility themselves or are you looking for someone to build, own and operate the facility? Under a BOO model what would be the minimum term of the contract?

Council are open to consider both models, however, Council does not have the resources and capability and thus would need to acquire the relevant skills and resources. In regard to BOO the minimum term is specified in part 1.

We do understand that even in the event, Council is not obliged to consider a non conforming tender.

Council may choose to accept or reject any non-conforming tender submission.

Dear Council,

Could you please advise if there would be any operational costs involved from Council to the supplier for utilisation of Council's assets and resources at the Council's transfer station for example: loading of bins for transport.

If the proposal is to transport FOGO offsite (i.e. out of the Castlemaine transfer station) for recycling at a licenced facility, council may consider loading this material into bulk bins supplied by the contractor.

Current practice is that council loads general waste and mixed recycling into bulk bins for transport off site for processing.

Further to the above, Council expects all assumptions to be clearly outlined. If within your proposal, there is a request for council resources, please outline in detail.

Apologies for any confusion. These cells should not have had drop down options in the non-confirming worksheet. The cells are for prospective tenderers to type free text information.
