This contract is a separable portions contract with the following areas:

• Buildings - Southern sites
• Bio Hazard Cleaning
• Community Housing Cleaning (Bond Clean)
• Ad-hoc Cleaning Services
• Emergency Clean Up/Addition Services
• Other Services
Council reserves the right to award multiple or single sites to Successful Contractor/s at its sole discretion.

Details
The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the cleaning services as described in the detailed herein and in accordance with industry standards. The required result is to maintain the facility(s) in such a manner as to provide a clean, healthy and safe work environment for occupants of Southern Downs Owned building(s).

In the tender documentation, we noticed there appears to be conflicting information regarding the compulsory nature of the tender walkthrough for:
Southern Sites
On Thursday, 11 June 2026 at 9:00am
Starting at 61 Marsh Street, Stanthorpe (Stanthorpe Administration Office)
In the tender documentation, the “Mandatory” column appears to have both the “Yes” and “No” boxes ticked for the walkthrough/site inspection requirement.
Could you please confirm whether attendance at the walkthrough is mandatory for tender eligibility?

The inspections are not mandatory however it would be advantageous to you to attend the inspections as the contract covers a large portion of works in various work sites.
Some of the sites are quite large and several floors and some are in areas.

Can you please provide some clarification on the following for Northern Region:
1. Toilet Consumables. Are these provided by contractor and charged on useage or is an estimated cost per year to be included. If the later, can you please provide some useage across all sites for the past 12 months to assist in a realistic cost for each location. Is this the same for Northern and Southern Region?
2. Can you please clarify the scope required at the Art Gallery. We did the inspection however the Gallery team advised only the bathrooms are cleaned by Council. Please clarify
3. Allora Library. The library staff showed me a set of toilets external to the Library. ARe these included in the scope?
4. The Aerodrome was not able to be inspected. Do you have any size estimates for this location and what facililties are located there.

2. Toilets only.
3. Allora Library – Yes include the external toilets.
4. Massie Aerodrome. Don’t include. May be included at a later date.

Hi,
Can you please provide some clarification on the following for Southern Region:
1. Are the toilets in the Civic Centre to be included in the scope of work for Administration Buildiing along with the tiled entrance area to them. Site inspectors today were unsure if these were done or not under this contract.
2. Request clarification around the toilet consumables for the southern region and how they are to be managed (ie: on consumption charge, or estimated for the 12 month term? If estimated, can you please provide some useage patterns for past 12 months for each site so allocations can be made in the pricing).
3. Will contractor staff have access to car parking facilities within secure areas? Wondering from a safety point of view.

1. Yes, to be included.
2. Consumables will be provided on request. Same for both northern and southern regions.
3. SDRC parking is available at each location. SDRC does not have any designated secure parking.

Good afternoon,
1.Can Council please confirm the required service days (e.g. Monday–Friday, weekends) for each site, and whether cleaning is required on public holidays? If public holiday servicing is required, please identify applicable sites.
2.Can Council please advise the preferred cleaning time windows for each site (e.g. after-hours, early morning, or daytime cleaning), and any site-specific access restrictions?
3.For the Billy Day Underpass, does Council have a preferred day and/or time for completion of weekly cleaning, and are there any restrictions regarding pedestrian or traffic activity?
4.Can Council please confirm the cleaning scope for Warwick Art Gallery, including whether the scope is limited to amenities (toilets) only, and confirm the number and location of amenities to be serviced?
5.Can Council please advise the expected frequency of events requiring cleaning at Warwick Town Hall and Visitor Information Centre (e.g. average number of events per month/year), and whether event cleaning is included in the lump sum or to be charged as additional services?
6.Is the contractor responsible for supplying consumables (e.g. toilet paper, soap, bin liners), and removal/disposal of waste, or will these be provided by Council?
7.Can Council confirm access arrangements for all sites, including key access, alarm systems, and any required inductions?
8.Can Council confirm the required frequency of cleaning tasks for each site (e.g. number of services per week for daily tasks), particularly where multiple frequencies are indicated?

1. Sunday to Friday cleaning each site including Public Holidays.
2. Out of operating hours which are 6am to 6pm.
3. Nominate a day and time that suits outside of school hours.
4. Toilets only.
5. Warwick Town Hall including the Visitor Information Centre and public toilets is 3 cycles per week. The main auditorium is weekly. Special cleans will be on fee basis.
6. SDRC will supply consumables.
7. Inductions will be provided to successful proponent. Keys and access will be post induction.
8. Refer to schedule. Daily task is daily.
