The City of Busselton (the City or the Principal) is inviting Tenders for the design, supply and installation of solar panels and batteries to various City of Busselton owned buildings including the Geographe Leisure Centre (GLC), Naturaliste Community Centre (NCC), City Administration Building (CAB), Busselton Jetty Interpretative Centre (IC) and Underwater Observatory (UO).

The Tender must be lodged before the Deadline which is 2.00 pm on 2 October 2026, Australian Western Standard Time. Tenders are to be submitted electronically via VendorPanel.

Please note that a tender briefing will be held for this tender as follows:

Date and time: Thursday 1 October 2026 at 10.30am

Place: Naturaliste Community Centre (NCC), 21 Dunsborough Lakes Drive, Dunsborough.

Attendance at this meeting is not mandatory but it is highly recommended that Tenderers attend this briefing.

This tender briefing will provide Tenderers with the opportunity to clarify any uncertainties and review the Requirements prior to the Deadline.

Please note that tenderers are required to have their own transport for this briefing and after the initial site visit the briefing will attend other relevant sites within the City.

Question:
Given the scale and complexity of the scope across multiple sites, we respectfully request that the City consider extending the current tender closing date of 2 October 2026.

The additional time would allow us to properly review the requirements, engage with suitably qualified consultants and contractors, obtain competitive pricing, and seek the necessary technical and commercial feedback to ensure our submission is comprehensive, competitive and aligned with the City's requirements.

We believe an extension would also allow tenderers to provide more considered and accurate pricing and methodologies across the various sites, ultimately supporting a stronger outcome for the City.

Could the City please advise whether an extension to the tender closing date can be considered?

Question:
Upon review of the RFT documentation and submission requirements, we request the consumption 'Interval Data' for each location. This data has most likely been used to develop the consumption, expenditure and ROI estimates within each locations Feasibility Study. We request this data to allow a detailed an accurate proposal to be developed, including savings and payback estimates per location (as per the Pricing Schedule provided).

Please review and confirm whether the 'Interval Data' for each location can be provided to assist with our submission.

Question:
As of October the 1st, the limit for STC will be increased to 1MW.

Are we able to quote using an STC discount rather then treating this as a LGC system?

Yes, they can. For the purposes of this tender, an STC-based approach can be considered.
