Background information / Compatibility requirements
Details
A Mother and Baby Unit (MBU) is a bed-based acute mental health service that provides specialist mental health assessment, care and treatment for mothers and babies and their families during the perinatal period in an inpatient setting.

As part of broader complementary enhancements to the perinatal and infant mental health (PIMH) service system, Queensland Health is investing in the delivery of new bed-based services to expand upon the existing public and private bed-based services already in Queensland. These bed-based services form part of a statewide network of services to provide specialised PIMH care to mothers and babies across Queensland.

This EOI is to support delivery of four (4) beds in the Logan region, and four (4) beds in the Ipswich region. All new MBU locations will work with MBUs across the State (including existing MBUs and all future MBUs that are funded and operationalised by Queensland Health) to ensure access and inclusivity, via an agreed statewide networked approach to inpatient perinatal mental health care in an MBU.

The Supplier could be a single provider, or a partnership of providers (with a lead agency) with suitable experience, capability and capacity to deliver the specialised care in accordance with the MBU service description. To ensure delivery of services from a suitably qualified provider, this open market approach seeks Submissions from all providers able to satisfy the service requirements.

MBUs MUST:

1. be located in the specified region(s).

2. meet the service requirements outlined in this section, and in accordance with the MBU service description (Appendix A).

3. adhere to the capability criteria for perinatal and infant mental health services defined under the Clinical Services Capability Framework (CSCF)

a. further specificities relevant for MBUs are outlined in subsection 1.2 (acute adult inpatient) subsection 4.8 (PIMH) of the mental health services module.

b. to adhere to the MBU service description (Appendix A), services must meet the criteria for a Level 5 or Level 6 service.

4. actively participate as part of a statewide networked approach to ensure:

a. access to publicly funded MBU inpatient services for Queenslanders.

b. integration and strong partnerships with the full continuum of community services including specialist PIMH services at the relevant HHS and community psychosocial support services.

5. demonstrate staff capability to care for babies/infants on behalf on an admitted mother, when required.

6. demonstrate staff capability to work with and within, family systems.

7. be gazetted as, or capable of being gazetted as, an Authorised Mental Health Service (AMHS), under the Mental Health Act 2016 (Qld).

8. comply with Queensland Health clinical and administrative reporting requirements.

9. contribute to data sharing (as relevant and agreed) and evaluation activities.

Question:
Will the MBU be gazetted under the existing Authorised Mental Health Service (AMHS) of the relevant HHS, or is the Supplier expected to obtain AMHS authorisation and gazettal independently? If the latter, can Queensland Health outline the required process, timeframes, and responsibilities?

Answered on 11/Mar/2026 09:19 AM:

The service is required to be able to be gazetted as part of an Authorised Mental Health Service (AMHS) to enable involuntary assessment and treatment of patients under the Mental Health Act 2016 (Qld). This may be achieved through obtaining gazettal independently or through direct negotiation with the relevant AMHS, however Queensland Health is not dictating a pathway and will not facilitate a potential supplier to approach any Hospital and Health Service as part of the EOI process. As noted within the EOI, queries regarding the process to become an AMHS are to be directed to the Office of the Chief Psychiatrist (OCP) via MHAODB-OCP@health.qld.gov.au. The team from the OCP can provide additional information on the process to become gazetted as an AMHS, or to amend a present gazettal of a service.
