Details
The procurement is for the provision, implementation, hosting, support and ongoing maintenance of a Waste and Resource Recovery Digital Engagement Platform, including a mobile application, publicly accessible web-based collection calendar, website integration tools and a secure administration portal.

The solution must provide Council with the ability to independently manage and update content through a secure, web-based administration portal without requiring supplier intervention for routine operational changes.

The successful supplier will provide:

• iOS and Android mobile applications.

• Cloud hosting, software licensing, cybersecurity, upgrades and technical support.

• Property-specific waste collection calendars.

• Public web-based collection calendar suitable for integration into Council's website.

• Bin collection reminder notifications.

• Property based, geographic and service-area-specific notifications.

• Waste and recycling education resources, including an A-Z disposal guide.

• Event promotion and notification capabilities.

• Reporting, analytics and user engagement metrics.

• Integration with Council systems and databases.

Administration Portal Requirements

The solution must include a secure, role-based administration portal that enables authorised Council staff to:

• Create, edit and publish content.

• Update collection schedules and calendars.

• Manage waste and recycling information.

• Publish and schedule notifications.

• Create and manage educational campaigns.

• Update event information and community recycling initiatives.

• Upload and manage documents, images and multimedia content.

• Generate reports and analytics.

• Manage user permissions and access levels.

The administration portal should be intuitive and user-friendly, requiring minimal technical expertise and enabling Council staff to make updates in real time.

Future Capability

The platform must be scalable and capable of supporting future enhancements including:

Given the cost of software escrow services is modest, what process will be followed when selecting a software escrow provider?

Software escrow services were not included as a specific requirement within this RFQ. Council considered the procurement requirements as a whole including contractual arrangements, data ownership, transition-out requirements and ongoing support obligations.

At this stage Council has not identified a requirement for a separate software escrow service as part of this procurement. Should Council determine that software escrow is required during evaluation or contract negotiations, any such arrangement would be considered in accordance with Council's procurement and contracting processes.
