ETCS L2 / CBTC Systems Integration Experience - The supplier must provide evidence of performing the role of an ETCS L2 / CBTC project systems integrator. Relevant evidence includes details confirming the project/s, project lifecycle phase/s, systems/sub-systems, and personnel involved.

ETCS / CBTC Vendor Interoperability Experience- The contractor must provide evidence of delivering systems integration activities associated with achieving interoperability between differing ETCS L2 / CBTC vendors. Can you please confirm the expected initial engagement duration and whether any extension options are anticipated?

Is the Systems Integration Project Manager expected to support TMR during procurement of the Systems Integrator advisor, delivery management, or both?

1. Scope Refinement:

Q1 – TMR’s initial engagement of the SI PM role is for 12 months with the potential for additional extension/s.

Q2 – TMR is seeking the SI PM to support both the SI Advisor procurement and then subsequently support the SI delivery work that follows

2. Delivery Approach Expectations:

Q1 – TMR requires that the SI PM is available to meet the requirements of the SI PM role which are difficult to determine with certainty in advance – TMR currently expects that role requirements can be achieved with flexible working arrangements after an initial period of work in the TMR offices.

Q2 – TMR is seeking that the SI PM work as part of the larger Sector 1 ETCS L2 project team – with the SI PM role including the responsibility to lead and manage the SI Advisor’s work


3. Key Risks and Priorities:

Q1 – TMR views, over the next 12 months, the top 3 SI risks as:

(i) unsuccessful/sub-optimal SI Advisor procurement process,

(ii) ineffective SI Advisor contract mobilisation, and

(iii) insufficient SI support to the ETCS L2 Request for Tender/s

Q2 – TMR views, over the next 12 months, the two key focus areas as:

(i) planning SI activities to achieve ETCS vendor interoperability, and

(ii) planning SI activities to support ETCS L2 project delivery across stakeholders

Q1 – This is an open tender, and all businesses are invited to provide a response, noting, only the best suited tenderer will be selected. The Department of Transport and Main Roads (TMR) aligns with the Queensland Indigenous Procurement Policy (QIPP), aiming to increase procurement with Indigenous businesses to three percent of government contracts. TMR also supports local employment and social outcomes by incorporating social clauses in tenders to ensure work is completed by Social Benefit Suppliers or that mainstream suppliers deliver social value, such as employment opportunities for disadvantaged Queenslanders. While the social and local outcomes have not been explicitly mentioned throughout the tender documents, TMR encourages suppliers to outline their strategies for achieving these outcomes in their tender submissions.

TMR encourages any vendor that unsuccessfully bids for the SI PM role to also bid for the SI Advisor role if they meet the mandatory criteria that will be published within the future SI Advisor tender.
