Details
Hinchinbrook Shire Council (the Principal) invites tenders from suitably qualified and experienced contractors for the demolition and removal of structures located at 7–17 Herbert Street, Ingham QLD, as described in detail in Part 5 – Scope.
This Request for Tender (RFT) is issued in response to regulatory action undertaken by Council under the Building Act 1975 (Qld), following inspections and professional assessments which identified that the buildings and associated structures on the site are in a dangerous, dilapidated condition and unfit for use or occupation.
Independent building certification and structural engineering inspections have confirmed the presence of significant structural deterioration, including failed structural elements, water ingress, foundation movement, and collapse of internal components. These conditions present a risk to public safety and surrounding properties.
Accordingly, Council has issued statutory notices to the property owner requiring remedial action, including demolition of the affected structures. This RFT seeks to establish pricing, capability, and availability of contractors to undertake the required works should Council elect to carry out the demolition in default of the owner.
Respondents should note that:
• This procurement process does not guarantee engagement;
• Any resulting contract will only be activated at Council’s discretion, subject to legislative enforcement outcomes; and
• The works are to be undertaken in a manner that ensures public safety, environmental compliance, and full adherence to all statutory and regulatory requirements, including hazardous materials management.
The Principal seeks Responses from contractors with demonstrated experience in complex demolition works, including asbestos removal, site remediation, and works within constrained urban environments.

Good morning
As you would appreciate, the proposed works are being undertaken as a result of enforcement action and, at this stage, Council does not have possession of or authorised access to the site until such time as a reasonable entry notice is issued. Accordingly, Council is unable to facilitate a site inspection.
Tenderers will therefore be required to undertake their estimating based on observations from outside the property boundary, together with any aerial imagery or visuals made available by Council.
A new pricing schedule will be uploaded shortly.

1. The Pricing Schedule as an excel document is referenced in the Response Schedule, however, no document has been provided. Could you advise if this is intended for us to submit our own excel spreadsheet with costs or if there is a document missing?
2. Is a demolition permit for the structure to be allowed for or will the Principal obtain this internally?
3. The Scope includes removal of asbestos. Would you prefer a provisional sum based on the information provided in section 1.3 of the scope of works, or is this to be priced following completion of the asbestos assessment?

1. Pricing schedule will be made available shortly.
2. The tenderer is required to allow for a demolition permit in its pricing. All permits remain the responsibility of the tenderer, unless otherwise agreed upon by the Principal.
3. Please refer to the building inspection reports attached to this notice. The removal of asbestos will be based on lump sum and in accordance with the pricing schedule made available. Any additional asbestos works will be considered as a variation and agreed upon by the Principal.

Dear Officer,
Received with thanks. We have reviewed the report, however, this is not asbestos report and we still need the hazardous material assessment report to price the asbestos removal.
We are happy to put a PC Sum for removal and disposal of approx. 850 m² ceiling, and happy to cover the hazardous assessment report, and final asbestos removal price is subject to report. Please advise if you are happy with it.
Also, we kindly request an extension of time until Friday 10 June 2026 2pm, please let us know if it's feasible.
