The aim of this project is to monitor and evaluate the impact of a road safety improvement by capturing road and path (including crossings) traffic operation attributes 'before' and 'after' construction of the Bellvista Boulevard Roundabout, Caloundra West – Dual Lane Raised Pedestrian Crossing (Blackspot) project, analyse the data, evaluate safety and report.
The Contractor will be required to conduct all aspects of field work, including reporting and project management to collect, analyse and present the traffic data. It is expected that the Contractor will specify their intended operational and safety evaluation methods. It is also expected that management of multiple sub-contractors will be required.

Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits)
Details
1. Undertake data collection of road and path (including the crossing) safety and traffic operation attributes, both before construction (Nov 2025 – traffic camera footage to be supplied by contract manager) and after construction (March 2026) both must be during school term.
Methods to be used must be specified by the Contractor, for example: traffic surveys, speed surveys, near-miss analysis, site inspections, intercept surveys, crash data (if available) analysis and/or safety performance evaluations.
2. With oversight from TMR, analyse the data collected to assess changes in the traffic operations and impact on safety both 'before' and 'after' construction. It is expected, at a minimum, this would include a comparison with adjoining non-raised crossing location on the northern leg (as a 'control') and the Dumbarton Dr roundabout.
The analysis must include (but not be limited to) changes in:
- Safety, including path user perceptions of safety,
- Road and path user types, volumes, speeds,
- Interactions between road and path users,
- Crossing volumes, locations, behaviours and desire lines,
- Roundabout motor vehicle approach and departure speed,
- Give way compliance (and compliance with other traffic control devices),
- Safe System compliance, crash risk factors,
- Compliance with relevant Queensland Road Rules,
- Motor vehicle accelerations/decelerations on approach to the crossing conflict points,
- Motor vehicle encroachments into the pavement marked medians or crossing area between the pavement marked medians, and
- Any other safety relevant observations (such as reverse direction driving, inappropriate u-turns, inappropriate lane changes and so on).
3. Develop a summary report and presentation. This will include working with an independent academic institution (nominated by the offeror) and delivering a research publication and presentation of findings.

Question
:
Is it possible to be granted an extension to the tender period of 1 week - proposed closing date Friday 6 March 2026?
Answered on 25/Feb/2026 09:59 AM
:
No, it is not possible to be granted an extension to the tender period of 1 week as this would compromise the project timeframes. The offer evaluations, approvals and purchase orders will take at least one week (minimum), and typically a minimum of two weeks' notice is required for traffic surveys. Granting an extension would push the traffic (data collection) survey schedule into April, which is not feasible due to all the school and public holidays (not to mention any potential weather issues). In addition to meet the project deadlines in June there will be a need to begin the data analysis in April, then continue in May. As a result, delaying the traffic surveys to the May return to school is also not feasible.

In addition, there have been questions about the use of alternative methods for traffic survey data analysis and independent academic institution delivering a research publication.
As per the RFQ, it is stated in the 'Submission Requirements' section (h) "If additional or alternative deliverables or timing are proposed as part of the offer, include a statement of these."
The use of alternative methods would not disqualify an offer, and all offers received that meet the submission requirements specified in Section 3 of the RFQ will be evaluated against the Evaluation Criteria specified in Section 6 of the RFQ.
