Pensar seeks clarification on the queries below, which relate to conflicting specification requirements and information required to accurately scope and price the works:

1. There is conflicting information regarding the Fibre Optic Cable. The provided General Electrical Installation spec (ELE-SPEC-001) references.

- Section 7.14.2 Fibre Optic Cabling: All in-plant control systems networks and patch leads (Remote I/O LAN, PLC LAN, SCADA LAN), fibre optic cabling shall be 50/125 µm (OM2) multi-mode glass fibre type cable.

- In Appendix A: Preferred Managed Ethernet Switches are Moxa EDS-5xxA-T Series.

The provided Principal’s Project Requirements (Contract Annexure Part E) references:

- First page, bullet point: Install vermin resistant (armoured) Single Mode Optical Fibre cabling between the Switchroom and the PAC dosing system. This shall include FOBOT installation at both ends.

The provided Principal’s Project Requirements (Contract Annexure Part E) references:

- Section 3.4 PAC RIO Integration: The RIO shall be connected to the main WTP PLC using simple Daisy Chain Loop via parallel cores of the multicore fibre cable

- Section 3.4 PAC RIO Integration: Councils preferred switch with fibre capabilities is Planet Technologies ISW-621TF with MFB-TF20 SFP modules (Our engineers tell me this hardware seems to be more appropriate for connecting long distances to sites that don’t require a managed switch for redundant loops. And would likely require attenuators to be installed due to the short distance (50m) run.



Can TRC confirm whether the fibre is to be multi-mode or single-mode, and which brand (and series) of Ethernet Switches are required?

2. Shutdown windows

- Section 8 of the RFO allows the plant to be taken offline for "short periods of time (4hrs)" within the 20-day window, but states no maximum duration. Can TRC confirm the maximum continuous shutdown duration that will be approved?

- Can TRC confirm the frequency of approved shutdowns (e.g. one 8-hour shut per day, twice a week, or five days a week) and the required plant recovery period between shutdowns?

- Can TRC confirm whether a multi-day continuous outage would be considered for the PLC platform cutover, subject to an approved cut-over plan?

Existing plant documentation

- Can TRC provide the current Functional Description (Parts A and B) and any design report for the existing plant, to show how the plant currently operates and its condition?

Council Response: With Planet Technologies ISW-621TF hardware, neither multi or single mode fibre modules require attenuators over a 50m run. Council uses this configuration without issue at other sites. MFB-TF20 single mode modules are to be used.

Question: Can TRC confirm the maximum continuous shutdown duration that will be approved?

Council Response: The maximum shutdown that will be guaranteed to be approved is 4 hours. However, depending on operational constraints, weather and other contributing factors this could be extended by agreement at the time of the works. For further reference, works completed between October – March summer period will typically have less flexibility for the maximum outage duration. Works in Winter months (~March onwards) have more flexibility. The long term rainfall will also affect the maximum outage time.

Question: Can TRC confirm the frequency of approved shutdowns (e.g. one 8-hour shut per day, twice a week, or five days a week) and the required plant recovery period between shutdowns?

Council Response: Council can guarantee 1 x 4hr shutdown, twice per week on non-consecutive days. This will be governed by recovery periods during works, which are impacted as per the above, but typically 2 days recovery is sufficient.

Question: Can TRC confirm whether a multi-day continuous outage would be considered for the PLC platform cutover, subject to an approved cut-over plan?

Council Response: No multi-day continuous outages would be considered.

Question: Can TRC provide the current Functional Description (Parts A and B) and any design report for the existing plant, to show how the plant currently operates and its condition?

Council Response: Council can provide the Functional Description directly to your approved integrator if you provide details. Council will not provide this information to parties not bound under its system integration panel. If you wish to pursue this please email Ben.John@tr.qld.gov.au with the name of your integrator.

1. Council to provide any preferred vendors for valves, pipes, cables, instrumentation and other bulk items.

The preferred suppliers and specifications can be found in the attached MEC-SPEC and ELE SPEC documents. Anything not listed here or in Part D and E of the AS4906 contract can be Tenderer’s choice however relevant Australian Standards must be met.


2. Council to specify any site induction requirements

Council uses an online system called Beakon which will be provided to the successful Tenderers. A brief on site induction will be conducted by a Council representative during the first on-site meeting.


3. Please provide piping spec for the UPVC pipes to be installed

uPVC piping should be rated for a minimum of PN16, but based on the maximum pressure of the Tenderer’s service water pump selection e.g. higher maximum discharge may require higher ratings. Barrel unions should be used to allow for future maintenance when required.


4. Please provide datasheets for the pneumatic valves for the UV system. Please advise of the OEM and model number of the UV system or possibly IOM/spare parts list from the UV OEM

There are no pneumatic valves currently fitted to the UV system, these are manual handwheel operated butterfly valves currently. TRC’s preferred provider for the new pneumatic valves is Challenger Valves. The OEM UV system is a Wedeco Spektron 250e.


5. Please provide typical or standard trenching details for the buried UPVC piping

Buried uPVC should be uniformly bedded according to WSAA standard requirements with a minimum cover of 600mm.


6. From PPR Clause 4, the new booster pumps shall be sized to provide sufficient flowrate and pressure for the services in the treatment plant, can the Council confirm the total duty required (flow and head) for the pump set both for the PAC dosing system and the required services for the WTP?

The new duty point selection for the new pump set will be the Tenderer’s responsibility. As a guide, the new pumps should be sized to supply at least 5000L/hr and at least 450kPa to service all the needs of the WTP.


7. Council to provide existing P&ID, Functional description and Control philosophy relevant to the SOW

The attached document ‘Pechey Key Drawings’ in the tender package should contain sufficient information for this SOW. The Functional Description and Control Philosophy along with I/O list can be provided directly to your approved integrator if you provide their details. Council will not provide this information to parties not bound under the approved system integration panel (set out in Part E, Section 3).

RFI-02 - Enquiry

Hi Rajika,

Council’s Request for Offer RFO WT25-25/26, Section 8 – Implementation Timetable (Page 7 of 13), indicates that the installation window for the new PAC system is between the end of April 2027 and the end of June 2027.

We have sought preliminary lead-time information, and been advised that the current estimated lead time for delivery of the new PAC system is approximately 36–40 weeks.

Based on this lead time, an order would need to have been placed approximately 2–4 weeks prior to the current date to achieve delivery by the end of June 2027. This would not be achievable where procurement commences following contract award assumed in mid-November 2026.

On this basis, an order placed following the anticipated mid-November 2026 award date would result in an estimated delivery timeframe of approximately mid-August 2027, prior to installation.

Can Council please confirm whether completion of the PAC system installation beyond June 2027 would be acceptable, given the current supplier lead time and anticipated contract award date?

Council’s preference is to have installation and commissioning completed by the end of June 2027. If the lead times are not able to be reduced following the award of Contract extensions would be acceptable pending Council approval.
