Details
Palm Island Aboriginal Shire Council invites Tenders from suitably qualified and experienced contractors for the construction of concrete pavement and stormwater upgrades on Manbarra Road on Great Palm Island. The proposed upgrades include construction of reinforced concrete pavements, footpaths and drains and rock and gabion lined stormwater drains. Tenderers should note that, as alternative access is available to both ends of Manbarra Road, temporary full width closure during construction is permissible, subject to acceptance of works programming.


Tenderers are to note that all ready-mix concrete and quarry products including roadbase, earth fill, rock and gabions will be supplied to site by the Principal. The Principal will be responsible for all quality conformance aspects of the supplied materials. All other project resources are to be supplied by the Tenderer.

Great Palm Island is located approximately 20km off the North Queensland coast between Townsville and Lucinda. Passenger access is via air or ferry, vehicle access via ferry and bulk materials deliveries are via barge from Townsville or Lucinda.

Is there a detailed scope of works available for this project, including site photos and any relevant supporting documentation?

This would assist us in pricing and preparing our submission appropriately.

The Scope of works is provided in the form of Engineering Drawings included in the Request for Tender Document, the Specification and the Pricing Schedule.

Prospective tenderers may take photos during the mandatory site briefing to assist with their understanding of the site conditions.

What is the hourly cubic meter rate that the supplied concrete batch plant can supply? e.g 21m3 per hour

What is approximate amount of quarry products that can be supplied in a singular day? e.g 100t per day

The Principal has undertaken to supply concrete at the rate of up to 65m3 per day as required by the Contractor. The hourly rates may vary.


Quarry products will be available for collection by the Contractor at the designated laydown area ahead of requirement.

Good afternoon,

Please assist in answering the following RFI's for this project

1) Page 86 – 9.4 Design Criteria specifies “Lighting shall comply with the nominated AS/NZS 1158 lighting category.” but there is no category nominated anywhere in the document. Could you please provide us more information? Alternatively, we can do a design for PR3 subcategory which is a medium level of lighting that could be sufficient for this application.

2) We respectfully request a two-week EOT due to the additional scope relating to the proposed street lighting and water line works

Good morning Gavin,

Please see responses below to your numbered points.

1) The nominated AS/NZS 1158 lighting category shall be taken as V5X

2) At this stage no extension to the tender period is envisaged. Whilst we acknowledge additional scope was added on 5 June, this has been offset by significant scope removal - i.e. removal of a requirement for Contractors to relocate a power pole.

Material changes to the Tender reflected in these Addenda include:

The addition of Water Main and Street Lighting Scope primarily reflected in the RFT Preamble, the Technical Specification, Drawing PLN-002 Revision C and Schedule K Revision B.

The removal of a requirement for the Contractor to relocate an existing power pole and instead construct a median barrier around the existing power pole primarily reflected in Drawing Drawing PLN-002 Revision C and Schedule K Revision B.
