The City of Broken Hill is a local government area in the Far West region of New South Wales, Australia. The area contains an isolated mining city, Broken Hill, located in the outback of New South Wales and is surrounded by the Unincorporated Far West Region. The City is located adjacent to the Silver City and Barrier Highways and the Broken Hill railway line.

The Broken Hill Regional Aquatic Centre is an important strategic asset for the Broken Hill City Council. The Aquatic Centre plays a key role in providing important leisure and swimming opportunities for the community and contributes significantly to the liveability of Broken Hill and the retention and attraction of residents. The procurement for the management of BHRAC was last carried out in 2016.

The Broken Hill City Council wishes to appoint a suitably qualified operator to manage the Broken Hill Regional Aquatic Centre for an initial term of 3 years with two further rights of renewal of 3 years (total possible contract term 9 years).

Potential operators will require the relevant experience and track record to deliver the contract in accordance all relevant legislative requirements including but not limited to areas of health and safety, human resource management and water quality management. Potential operators will have an understanding of industry best practice and hold the appropriate qualifications, capability and capacity to deliver services in line with these standards.

The procurement is for the services to deliver the day to day care and management and of Broken Hill Regional Aquatic Centre. The type of the contract will be a standard council form of contract, with a focus on performance, with contract specifications that identify the specifications for delivery of services. With an initial term of 3 years with two further rights of renewal of 3 years (9 years total).

Services provided will cover the safe day to day operation of an aquatic facilities for the Broken Hill community which will include:

• the employment and management of all staff,

• programmme development and delivery,

• the maintaining and upkeep the facility in partnership with Council,

• supply of qualified staff to operate and facilitate lifesaving duties,

• performance approach to managing the contract deliverables

• responding to requests for service and events,

• responding to emergency events.

Complete all of the above whilst:

• Undertaking effective quality assurance, environmental, and health and safety procedures.

• maintaining a complete and accurate work record and claim process,

• maintaining open and timely communications including providing reports and ensuring consistent meeting attendance
