What the buyer is requesting
Details
A detailed design is required for the development and upgrade of the Mornington Island WTP.

Mornington Island Shire Council (MoSC) is located in the South-Eastern corner of the Gulf of Carpentaria with a population of approximately 1300 people (according to DWQMP) and is one of the 16 indigenous councils. MSC Water Treatment Plant (WTP) has insufficient treatment capacity, limited life expectancy, and insufficient treatment barriers to meet health-based targets. The current water infrastructure is serviceable but aged and requires investment to upgrade technology and add additional treatment processes for a sustainable water supply system for the community of Gununa. This project will ensure a fit for purpose long term solution for water infrastructure to meet current and future water quality standards and water demand for the community. The water infrastructure is critical in supplying safe and reliable potable water across the community of Mornington Island.

The objective of this project is to address concerns around water security, safety and reliability for the community on Mornington Island. The communities water supply is rated as a level 2 catchment for health-based targets and consequently the WTP needs additional treatment in place to meet the required log reduction values. Water concerns are compounded by high water demand, necessity around water quality standards, and the need for plant reliability.

Addendum 1 refers.

Question:
Please provide clarification on the catchment category classification:

The catchment is classified as Category 2, but it is stated that nearby human and animal access suggests higher contamination. Technical specs allude to a Category 4 WTP based on required LRVs, yet the current design proposes Category 3-level treatment.

Please advise what catchment category should be adopted for the purpose of the tender scope.

Question:
We would like to clarify the expectations regarding Equipment Datasheets in the scope of work. These are only referenced in Section 1.11 and not explicitly mentioned in the design stage breakdown outlined in Sections 4.5 through 4.8.

Our understanding is that the preparation of Equipment Datasheets may be more appropriately assigned to the procurement phase, following completion of the detailed design contract. However, if these datasheets are intended to be part of our scope, we would assume that the deliverable would only be included in the 100% design stage only.

Please confirm if this interpretation aligns with your expectations.

Question:
Hi,

Please see below some items we would like to request clarification on:

Part 10.1(a) of the Technical Specification - Extent of Works

- The scope of works states that manufacture, delivery, installation, testing and commissioning are to be included which is in contradiction to overall scope which is basically engineering and design and NOT any supply or Installation. Can this requirement be confirmed?

Fee schedule

- The Fee Schedule as asked above does not align with Stages of work specified in the tender document e.g.

1. Peer Review of Concept Design : Site visit, Process Optimisation and Tech. memo

2. 50% Engineering

3. 85% Engineering

4. 100% Engineering

Can the required fee schedule for tender submission be confirmed?

100% Engineering

- Since OEM certified data are essential in progressing engineering to 100% IFC drawings, can a time line of receipt of Vendor Data be provided?

Thanks,
