The following questions are provided as a checklist to support the submission of the Supplier's Offer. These questions do not replace the response criteria required as part of this ITO process and contained within Part C: ITO Response Schedules (Services) or Works Tender Form (Works/Works and Services) and Part A: ITO, Attachment D - Project Plan Template.

Has the Supplier understood and confirmed compliance with the insurance requirements, or expressed a willingness to obtains these insurances (including meeting the minimum sum insured) as outlined in Part B - Contract Details (Services) or the Works Tender Form (Works/Works and Services) if successful in this ITO process?

Has the Supplier read and understood the ITO Conditions, as referenced in Part A: ITO - Attachment A (Services) or Part A: ITO - Attachment B (Works/Works and Services)?

Has the Supplier read and understood the Contract Conditions and Special Conditions, as referenced in Part B: Contract Details (Services) or Works Tender Form (Works/Works and Services)?

Has the Supplier signed their Offer, and do they acknowledge receipt of any Addendum issued by the Customer during the ITO process?

Has the Supplier answered all questions and responded to all requirements in full, as applicable and specified in Part C: ITO Response Schedules (Services) or Works Tender Form (Works/Works and Services), and uploaded the document?

Has the Supplier referred to the "How offers are to be submitted" section of Part A: ITO to ensure their response to the ITO is provided as requested?

Has the Supplier completed and uploaded Part A: ITO, Attachment D - Project Plan template for each individual project offered?

Has the Supplier reviewed the Eligibility requirements outlined in Part A: ITO, Attachment C - Eligibility Details?

Can a project site be a location where erosion / streambank degradation had been noted previously, but this weather event made the damage much worse and reduced the stability of the site?

Part A references an intended contract commencement date of 1 November 2026.

Can DETSI please confirm whether contract award and commencement timeframes remain as anticipated, or whether proponents should assume an alternative delivery commencement date?

Can DETSI please clarify:

- Whether expenditure incurred following release of the ITO, but prior to contract award, may be considered eligible.

- What level of documentation would be required to support such expenditure.

- Whether there is any cap or limitation on pre-award project development expenditure.

The ITO identifies a maximum project value of:

- $1,000,000 (ex GST) for engineered riverine recovery projects; and

- $400,000 (ex GST) for non-engineered projects.

However, the ITO also places a strong emphasis on whole-of-system catchment rehabilitation, environmental recovery and resilience outcomes.

We are currently developing a number of integrated projects that may include combinations of:

- Bank stabilisation works

- Revegetation;

- Weed management;

- Instream habitat and flowpath works;

- Cultural and ecological burning;

- Stakeholder engagement;

- Monitoring and evaluation; and

- Other catchment rehabilitation activities.

Can DETSI please clarify whether these integrated projects should:

- Be submitted as a single project and remain subject to a total project cap of $1,000,000; or

- Be submitted as a single integrated project with separate funding allowances for engineered and non-engineered components (i.e. up to $1,400,000 total project value); or

- Be separated into multiple linked projects and assessed independently.

If applying under a services & works category can we / do we need to make and submit departures to/in the works and services contract with the tender response due on 30th Sept?

Or would any terms & conditions departures be submitted and looked at after award of the the tender?

Formation of a contract

Services only - The Supplier must submit their Offer within Part C – ITO Response Schedules and confirm acceptance of or otherwise identify any proposed departures from the General Contract Conditions and Special Conditions (Services) and all Annexures.

A Contract will not be formed until a final Contract Details document is agreed between the Customer and the Supplier and the final Contract Details document is signed by the appropriate representatives of both parties.

Works/works and Services - The Supplier must submit their Offer within the Works Tender Form and confirm acceptance of the Medium Works: Conditions of Contract and Special Conditions (Works/Works and Services) and all Annexures.

A Contract will not be formed until a final Works Contract document is agreed between the Principal and the Contractor and the final Works Contract document is signed by the appropriate representatives of both parties.

Why is 'in-kind contributions' listed as ineligible in the eligible and ineligible project costs table? Usually this is seen as a value add, reducing costs and adding budget flexibility.
