We are preparing our tender for the above contract and seek clarification on the following in relation to the delivery, unloading and stacking lump sum items in the Price Schedule.

1. Presence of an installation contractor at the delivery locations

We note Scope clause 2.2 requires the Supplier to unload the culvert components at site without reliance on the Principal for assistance, and we have priced on that basis. For traffic management, access and scheduling purposes only, can Council advise whether a civil contractor or Council works crew is expected to be mobilised at the following chainages on the Bedourie–Birdsville Road during the anticipated delivery windows for Packages A, C and D:

- Ch35,125–35,250 (Package A)

- Ch38,400–38,650 and Ch39,000–39,300 (Package C)

- Ch41,850–41,975, Ch42,050–42,175 and Ch42,275–42,475 (Package D)

If so, could Council indicate the anticipated mobilisation dates and the identity of that contractor, so that we can coordinate access and stacking locations directly with them.

2. Local plant operators

Given the remoteness of the delivery locations and the Local Content requirements of Schedule D1, can Council advise whether there are any plant hire operators, earthmoving contractors or other suppliers based within the Diamantina Shire local government area (for example at Bedourie or Birdsville) that appear on Council's supplier list or are otherwise known to Council, whom tenderers may approach in relation to lifting plant or unloading assistance at their own cost.

Thank you for your enquiry. Please find Council's response below.

1. Presence of an installation contractor at the delivery locations

Council advises that neither the Council works crew nor the installation contractor is likely to be present on site at the time the culvert components are delivered.

Tenderers should therefore allow for the delivery, unloading, and stacking of culvert components in accordance with the requirements of the contract documentation, without relying on assistance from Council or the installation contractor.

As mobilisation schedules may change, Council is unable to confirm the presence of any specific contractor at the nominated chainages during the anticipated delivery periods for Packages A, C and D.

2. Local plant operators

Council is aware of the following local contractor who may be able to provide unloading assistance, lifting plant or related services at the Contractor's own cost:

Please confirm the controlling quantities for Package A. Scope clause 2.4 states 88 × 1200×750 and 22 × 1200×600 cells, whereas item C04A in the official Excel Price Schedule is described as 1200×750. This produces total quantities of 228 × 1200×750 and 562 × 1200×600 in the Scope, compared with 250 and 540 respectively in the Price Schedule. Please issue a corrected official Excel Price Schedule if required.

Scope clause 2.2 requires the Supplier to unload and stack the culvert components and provide dunnage. Please confirm whether Council will accept a qualified linehaul-only delivery price while unloading/stacking is separately agreed, or whether the tender must include a fully conforming unloading and stacking method and lump sum at submission.

Please confirm whether suitable unloading areas will be prepared and accessible at each delivery location and whether double and/or triple road-train access is available at each location, or if single-trailer only.

Please also confirm whether the professional indemnity insurance requirement in clause 23.1(b) applies to this supply-only contract where the Supplier is not undertaking design services.

Good morning,

Refer to tender addendum for updated pricing schedule.

A conforming submission will include supply, delivery and unloading as requested.

Dedicated pads will not be constructed by Council at each stockpile location. The Bedourie – Birdsville road is suitable for triple road train access. Culverts to be stored at least 20m from the edge of the road at the chainages indicated to ensure the culverts do not pose a roadside hazard.

Professional Indemnity insurance is not required.

The revised schedule in addendum 1, has the "Timing" column with presumed delivery dates set at set for "Oct-26" and "Mar-26",

March 2026 has passed, should this be March 2027 and October 2026 next month is when the decision will be made leaving little time for delivery- can the delivery dates be confirmed
