The Central Highlands region is in Central Queensland, Australia. The region encompasses an area of around 60 000 square kilometres, making it just short of the size of Tasmania.

It is home to around 30 000 people who live in the thirteen unique communities of Arcadia Valley, Bauhinia, Blackwater, Bluff, Capella, Comet, Dingo, Duaringa, Emerald, Rolleston, Sapphire Gemfields, Springsure and Tieri.

Our region is rich in minerals and agriculture, thriving on irrigation sourced from water storage on the Nogoa and Comet rivers. We claim the largest sapphire-producing fields in the Southern Hemisphere.

Major freight routes through the region include the north-south link between Charters Towers and northern New South Wales—identified as the inland transport alternative between Cairns and Melbourne.

Central Highlands Regional Council operates the Opal Street Water Treatment Plant (WTP) located in Emerald, Queensland. The WTP incorporates four rapid gravity sand filters which form a critical component of the potable water treatment process.

Each filter is currently protected by an individual structural steel roof structure. Over time, these roof structures have deteriorated and are approaching the end of their serviceable life. In addition to their deteriorated condition, the existing roof structures do not adequately facilitate the operational requirements associated with periodic filter media replacement.

During future filter media replacement campaigns, one-tonne bulk sandbags are required to be lowered into the filter compartments via crane. The existing roof structures do not provide suitable openings through which these bags can be safely lowered into the filters. This creates operational difficulties and increases risk during maintenance activities.

Central Highlands Regional Council is seeking responses from suitably qualified and experienced contractors to undertake the design, removal, disposal, supply and construction of replacement roof structures over the four rapid gravity filters.

The replacement roof structures must incorporate suitable access openings that facilitate the future lowering of one-tonne bulk bags of filter media into each filter compartment by others under a separate contract.

The Works are to be delivered under a Design and Construct Contract.

The Contractor must provide all labour, design services, engineering services, supervision, plant, equipment, materials, transport, certifications and incidentals required to complete the Works.

The Works include, but are not limited to:

• Site inspection and verification of existing conditions.

• Detailed design of replacement roof structures for four rapid gravity sand filters.

• Structural design certification by a Registered Professional Engineer of Queensland (RPEQ).

• Preparation and submission of design documentation and drawings.

• Attendance at, facilitation of and incorporation of feedback from an 80% design review workshop with Central Highlands Regional Council Water Utilities personnel. The Contractor must present theproposed design, demonstrate how operational requirements have been addressed, and provide draft design documentation for review prior to finalisation of the design.

• Removal and lawful disposal of existing roof structures. This includes the temporary covering of the sand filter opening to avoid any contaminants entering the filter media.

• Supply and installation of new roof structures.

• Provision of access openings to facilitate future filter media replacement activities.

• Supply and installation of all structural steelwork, roofing, flashings, lighting, stormwater runoff piping to prevent filter contamination, fixings and protective coatings.

• Final inspection and commissioning.

• Provision of as-constructed drawings and documentation.

• Handover of the completed Works.

The Contractor must be responsible for delivering a complete and fit-for-purpose solution.

Prior to commencing work on site, the Contractor must prepare, submit, revise and implement project-specific management plans suitable for the Works, including safety/WHS, environmental, quality, demolition, construction methodology/site management and traffic/pedestrian/access management plans, as applicable.



The replacement of filter media is specifically excluded from this Contract and will be undertaken by others under a separate contract.

Where the Opal St WTP Filter Media Replacement technical specification prepared by AECOM is provided with this RFT, only Sections 3.0 Materials and Construction, 4.0 Design and Documentation and 5.0 Roof Structure Removal and Reinstatement apply to this Contract, and only to the extent relevant to the design, removal, disposal, supply and construction of replacement roof structures. All other sections of that document are provided for information only unless expressly referenced in this Specification. In the event of inconsistency, this Specification takes precedence.

The Contractor must supply all labour, supervision, engineering services, design services, plant, equipment, materials, transport, temporary works and incidentals necessary to complete the Works.

The Works must be undertaken at the Opal Street Water Treatment Plant, Opal Street, Emerald, Queensland.

The Contract will commence within 7 days after the Award Letter and Contractual Arrangement are provided to and signed by the successful Contractor. Central Highlands Regional Council anticipates the contract end date to be as per the approved contract schedule.
