The University of Southern Queensland (UniSQ) invites suitably qualified Suppliers to submit an Offer for the provision of a Continuous Control Monitoring (CCM) solution.

UniSQ currently undertakes control monitoring activities across key financial and people-related processes, including procure-to-pay (including corporate credit cards) and payroll, through a combination of manual and fragmented approaches.

This limits the University’s ability to consistently identify control exceptions, anomalies, non-compliance and potential fraud in a timely and systematic manner.

The objective of this Invitation to Offer is to implement a Continuous Control Monitoring (CCM) solution that strengthens oversight, risk detection, and assurance across critical business processes.

Question:
ServiceNow intends to respond to the recently released tenders from University of Southern Queensland with its Source-to-Pay and Integrated Risk Management products, and with the support of our partner ecosystem in these industries. The tender documents state that “compliance with the Queensland Information Technology Contracting (QITC) framework” and “Acceptance of QITC Core Terms” are mandatory requirements. ServiceNow has negotiated alternative contracting arrangements for your industry that would be beneficial for the university. 

First, ServiceNow has worked with ICT Strategic Sourcing to create ICTSS.2130, a state-wide whole of government standing offer set of terms and conditions, based on QITC with agreed amendments to suit a SaaS provider like ServiceNow. ICTSS.2103 comes with a price book based on the entire buying power of Queensland Government Agencies and Government-owned corporations. There is also commercial flexibility to work with individual agencies and corporations on products and value. Currently every Qld government agency and many government-owned corporations use this contract vehicle. 

Second, ServiceNow has worked with CAUDIT to create a CAUDIT-specific set of terms and conditions for our university customers. The CAUDIT agreement provides a specific set of EFTSL-based ServiceNow products and prices, and all ServiceNow university customers utilise this contract vehicle. 

Each of these contract options will provide industry-specific benefits for University of Southern Queensland, above and beyond the standard QITC arrangements. If ServiceNow was to respond with these options, will our responses be deemed non-compliant?
