Details
The Department of Natural Resources and Mines, Manufacturing, and Regional and Rural Development is seeking the services of suitably qualified and experienced service provider to deliver on-ground works project management and investigate and report on reported sick bores. Further, this service provider is required to delivery bore construction design, bore decommissioning design and works oversight and completion services (including on-sight works supervision and reporting).
This project advances the control of the leaky bores, in 2025-26 through controlling the flow of bores that are currently flowing in an uncontrolled manner either at the surface or through inter-aquifer leakage. Controlling these leaky bores involves one or more of permanent decommissioning (plugging) failed bores, capping leaky works, and/or redrilling new bores where necessary. Known leaky bores requiring redrilling have been controlled for the 2024-25 year.
Further, stratigraphic, hydrogeologic, environmental, associated infrastructure and water interest investigation will be carried out on eight sick bores (Paddabilla, Toompine, Georgtina, Bedkira, Coolatai, Driftway, Vindex, Sandalwood and possibly Lilleyvale) to determine their status following complaints received indicating they have failed or are failing (i.e. reduction in water flow and pressure, and blockages). Information determined from this investigative work will inform the department for proposed works in the 2025-26 financial year.)

Details
The Department of Natural Resources and Mines, Manufacturing, and Regional and Rural Development (the department) has a responsibility to meet its obligations under the Water Plan (Great Artesian Basin and Other Regional Aquifers) 2017 (GABORA) for all uncontrolled bores to be “controlled” and their water delivery systems “water tight” by 2032, whilst fulfilling its duty of care from a health and safety perspective. The process of controlling the current leaky bores will also address complaints received from local governments, neighbouring landholders and other State departments.

Details
The Supplier will undertake a Technical Services and Project Management role to investigate and design works in 2025-26 for potential future rehabilitation of five bores (Paddabilla, Toompine, Georgtina, Bedkira, Coolatai, Driftway, Sandalwood and possibly Lilleyvale). This project works towards the department’s GABORA obligations, to control all bores and make watertight their delivery systems by 2032, while fulfilling its duty of care for health and safety. It also addresses complaints received from local governments, neighbouring landholders and the broader community.
• Essentially the Suppliers role will be:
• Technical analysis, interpretation, advice and reporting of bore hole condition for:
o Paddabilla (RN 11339 via Eulo),
o Toompine (RN 326 Toompine),
o Georgtina (RN 12312 via Bedourie),
o Bedkira (RN 12165 via Bedourie),
o Coolatai (RN 5140 via Blackall),
o Driftway (RN 118976 via Muttaburra),
o Vindex (RN 51944 via Winton),
o Sandalwood (RN 518 via Hughenden),
o possibly Lilleyvale (RN 1677 via Middleton).

• Technical support and advice to the Contract Manager.
• Bore hole camera investigation where appropriate depending on turbidity and temperature, for inclusion in relevant bore conditions reports.
• New bore construction design for proven uncontrolled Great Artesian Basin (GAB) bores that the department requires to be replaced (to be confirmed by the Contract Manager).
• Old bore permanent decommissioning design for proven uncontrolled GAB bores bores that the department requires to be permanently decommissioned (to be confirmed by the Contract Manager).
• Alternative bore rehabilitation design where appropriate (e.g. smaller casing insertion).
• Prepare scope of work, tender, contractor engagement documentation, supporting the Contract Manager.
• Subject Matter Expert (SME) role in the bore works and drilling services provider procurement processes.
• Completion report/s for all bore investigation and rehabilitation works.
• Bore infrastructure investigation and geotechnical borehole logging of the stock route facility artesian bores:
o Paddabilla,
o Toompine,
o Georgtina,
o Bedkira,
o Coolatai,
o Driftway
o Vindex,
o Sandalwood,
o possibly Lilleyvale.
• identify and report any safety concerns to the Contract Manager immediately and appropriately stop site works where workers and/or community safety is at imminent risk;
• act on behalf of the Project Manager to control the work site where a safety matter requires resolution unless the Project Manager is present on site; and
• provide a satellite phone for reliable communications from commencement of travel to on-ground works through to completion of travel after on-ground works.

Ability to deliver the following additional works should the department require continuation into 2025-26 and/or 2026-27:
• (In line with 2024-25) contract requirements;
• on-site project management of works and technical support to permanently decommission the existing bores and commission new replacement bores at sites to be determined from the 2024-25 bore investigations and required by the Contract Manager; and
• quality assure works delivery is consistent with the drilling and construction and decommissioning specifications; and
• provide daily site works oversight; and
• inspect works no less than 24hrs after completion to ensure structural integrity; and
• photograph each stage of works; and
• photograph completed installed infrastructure and decommissioned bore (showing grouting) not before 24hrs after works completion, for inclusion in the works completion report.
