Hello- may we please get the specs for the furniture and the drinking fountain?

While Council endeavours to be consistent with its suite of furniture, there are multiple variations and brands of parks furniture throughout our reserves.

Most common park furniture models include:

• Draffin- seating and picnic tables

• Furphy furniture – seating and picnic tables

• Astra Street Furniture – seating and picnic tables

• Civic Drinking Fountain - Aquafil Bold - Drinking Fountain & Bottle Refill Station AQ-BO850BF

See attached drawings (Standard Drawings 1000 Series - Furniture and (FR 30 - 02) Civic Drinking Fountain and Refill Bottle Station) for example of existing furniture suite, however this is subject to change.

Question:
Can Council please confirm the following:

- Specifications of the Christie BBQ?

- Confirm that there is a GPO in place already at each BBQ install location?

- Provide more information on the electrical connection of an irrigation pump? Do you have specifications on the pump? What is involved with the scope with the connections? Are we needing to install cables, GPO, connections to an existing or a new distribution board etc.? How far away is the distribution board etc.?

- Irrigation pump service - again, do you have more details on the pump?

- Electrical Service Location (per job) - this can vary due to the size of the area and time taken to complete a service scan. Can you please provide an indication of an average size of the area?

- Replacement of backflow device - what size is the device?

- Specifications of the Christie BBQ?

Christie CC2 Cooktop, we are also open to receive a price for the Christie CC2-I Smart Cooktop option as a provisional item.

- Confirm that there is a GPO in place already at each BBQ install location?

That is correct

- Provide more information on the electrical connection of an irrigation pump? Do you have specifications on the pump? What is involved with the scope with the connections? Are we needing to install cables, GPO, connections to an existing or a new distribution board etc.? How far away is the distribution board etc.?

All cables, GPO’s ect will already be supplied, we are seeking a price only for connection once pump has been installed.

- Irrigation pump service - again, do you have more details on the pump?

Lowara Hydrovar pumps are used across the majority of sportsground/reserve sites, different makes and models (sv04, sv05, sv06, sv07).

- Electrical Service Location (per job) - this can vary due to the size of the area and time taken to complete a service scan. Can you please provide an indication of an average size of the area?

Unable to provide an exact area size as it varies, please base price on minimum hourly charge to complete a service scan of reserve around 1.5ha in size.

- Replacement of backflow device - what size is the device?

All different sizes, ranging from 20mm through to 100mm. Please use the Provisional Items section within the SOR spreadsheet to itemise a cost for each size.

We are hoping you can please clarify how to approach the "Other" table in Schedule 6 - Statement of Local Content:

- If Labour, Supervision and Plant are provided from our Office and Warehouse, which is located in the Council boundary, but not all of the Labour and Supervsion (Plumbers) reside within the Greater Dandenong Council boundary, is that still considered 100% local as this is their daily workplace, or only 100% local for those who reside within the Council boundary? Likewise Plant - if it is kept at our warehoused at our premises within the Council boundary, but the plant isn't manufactured within the Council boundary, is that considered 100% local?

- The second part of our question relates to the Value of Local Content. As this is a panel contract and we are unsure of how many contractors for each service type will be appointed to the panel, we would like some guidance as to how to calculate the Value of Local Content $. There has been Asset information, Quantities & Workload Indicators provided, but we also need to acknowledge "that inclusion on the Panel may be granted for all or part of the submitted schedules at Council's discretion" and need to assume there may be multiple contractors appointed to the panel for each service type.

Any assistance to clarify the above would be very much appreciated.

These would generally be considered local where the business operates from premises within the Council boundary and delivers the services from that location.

The second part of our question relates to the Value of Local Content. As this is a panel contract and we are unsure of how many contractors for each service type will be appointed to the panel, we would like some guidance as to how to calculate the Value of Local Content $. There has been Asset information, Quantities & Workload Indicators provided, but we also need to acknowledge "that inclusion on the Panel may be granted for all or part of the submitted schedules at Council's discretion" and need to assume there may be multiple contractors appointed to the panel for each service type.

Please complete the Value of Local Content on the basis that your organisation is the sole supplier for the nominated service.

Q2. What electronic works management and reporting system does Council currently use, or does Council have a preference for the system the contractor uses? (Directly from the 2526-24 debrief.)

Q3. Can Council confirm the anticipated annual split between programmed and reactive works for Schedule 6? The workload indicator shows 70Ha of sportsgrounds but provides no indication of the renovation program frequency or annual budget envelope.

Q4. In relation to S6.6 (fraise mowing), is green waste disposal off-site included in the rate, or is it excluded and to be priced separately? The item states "spoil removal (not disposal) from field."

Q5. Is it a requirement to price every item within a nominated schedule, or is a representative selection sufficient for evaluation? (Spec says "sufficient pricing must be submitted to enable a robust and equitable evaluation" — clarify what that means in practice.)

Q6. What is Council's requirement for soil testing and integration of soil test data into the sportsground agronomic program? This was referenced in previous tender documents for the same council — clarify if it is expected under this panel.

No, chemical/fertiliser application is not part of this contract.

Q2. What electronic works management and reporting system does Council currently use, or does Council have a preference for the system the contractor uses? (Directly from the 2526-24 debrief.)

A variety of work systems are used by existing contractors. Council does not have a preference in system; however, Council’s expectation is that any system is electronic with information and data readily available without delay upon request.

Q3. Can Council confirm the anticipated annual split between programmed and reactive works for Schedule 6? The workload indicator shows 70Ha of sportsgrounds but provides no indication of the renovation program frequency or annual budget envelope.

No, Council cannot confirm the split between reactive and programmed works. It is anticipated that reactive works will be higher than programmed works, as our service model is currently ‘in-house’ and where possible Council’s maintenance team will deliver seasonal renovations.

Q4. In relation to S6.6 (fraise mowing), is green waste disposal off-site included in the rate, or is it excluded and to be priced separately? The item states "spoil removal (not disposal) from field."

Please price removal from the playing surface, not disposal costs.

Q5. Is it a requirement to price every item within a nominated schedule, or is a representative selection sufficient for evaluation? (Spec says "sufficient pricing must be submitted to enable a robust and equitable evaluation" — clarify what that means in practice.)

A representative selection will be sufficient for evaluation, not every item needs to be priced within the schedule of rates.

Q6. What is Council's requirement for soil testing and integration of soil test data into the sportsground agronomic program? This was referenced in previous tender documents for the same council — clarify if it is expected under this panel.

This is not related to this contract. No requirement.

This contract is a public and competitive tender, all submitted rates and submissions will be evaluated fairly against a set evaluation criterion.

Q8. For reactive works, does the 24-hour timeframe refer to attendance on site, or completion of works?

Attendance on-site, where possible it expected that works will be prioritised and actioned within 24 hours.

Q9. Are tenderers required to nominate reference sites for each schedule they are bidding on, or are three reference sites across all nominated schedules sufficient?
