Details
The Southport Supportive Housing Project (SSHP, or the Project) is a proposed high density mixed-use tower at 5–9 Scarborough Street, Southport (Lot 1 on SP345722). Once the SSHP is operational it is proposed that the site will operate as supportive housing, with a mix of social and affordable housing.
The Department is seeking to procure suppliers for the Southport Supportive Housing Project (Project) who deliver:
• Property and Tenancy Management (PTM) services through a Registered Community Housing Provider (RCHP) in accordance with the Social Housing Program Specifications, the Supportive Housing Policy and Housing Australia Future Fund Facility (HAFFF) requirements.
• Specialist Homelessness Services (SHS) for on-site support and case management in accordance with the Supportive Housing Policy and the Homelessness Program Guidelines, Specifications and Requirements.
Supplier Briefing
The department will hold a briefing session at 11am, on Wednesday 9 July 2025 via Microsoft Teams. It is not mandatory for suppliers to attend the briefing session in order to submit an offer. Registration for the briefing session will be to email CorporateProcurement@housing.qld.gov.au with details of attendees.
Offers for the PTM services and the SHS will be evaluated independently based on their individual merits.
The Service Model:
• must align with the Queensland Government’s Supportive Housing Policy and the forthcoming Supportive Housing Framework
• have a focus on innovation, value for money and contemporary best practices
• strong emphasis on trauma-informed practice, tenancy sustainment, and fostering tenant resilience, independence, and community connection
• the support model will evolve to transition supports alongside tenants that reflect their current and future needs to connect them to broader social services, health services, community and natural supports, therefore reducing reliance on homelessness supports.
The Department is seeking offers from suppliers who have the ability to:
• deliver innovative and contemporary best practice service models
• deliver value for money with a focus on quality outcomes for vulnerable Queenslanders
• deliver services with a tenancy sustainment focus
• support towards resilience and independence
• build a sense of community and community connections for the site and tenants.

We have a number of questions following today's briefing session. Please can you advise:
1) Is the 24/7 concierge role to be delivered as part of the SHS or PTM contract? ITO suggests SHS; today's briefing suggested PTM
2) Is the SHS provider expected to have more staff than just the required 1.0 FTE 24/7 concierge post?
3) Has any funding envelope been identified for the SHS component or are suppliers simply expected to cost out according to contract requirements ie 160 support periods per annum?

The 1 FTE concierge workers are highlighted as required positions for each provider, (i.e. 1 FTE concierge each for PTM and SHS), noting the concierge positions are part of the wider provider identified staffing model for the site.
Providers are to provide in their response, their suggested overall staffing model and costings, inclusive of the 24/7 onsite concierge worker positions.

Answer: The Department undertook a significant body of research and analysis in the development of both its Supportive Housing Policy, and in preparation for the Southport Supportive Housing Project, including through a co-design process. Sharing this material, in full or in part, may inadvertently influence or misguide prospective tenderers, particularly if the content is interpreted as prescriptive rather than indicative. Importantly, this procurement is seeking innovative and best practice service models that demonstrate suppliers’ knowledge, expertise, and insights into Supportive Housing, and build on the base requirements outlined in the tender documentation. As such, to ensure a fair, clear, open and innovative procurement process, the Department will not be making this information publicly available.

Answer: The department is responsible for utility infrastructure, including internet. Service connections, such as those in common areas, are managed by providers. Regarding individual tenant units, tenants may arrange services like internet directly with their preferred provider like standard tenancy arrangements.
Question: Can you please provide an estimated frequency for rubbish collection, and provide clarity if this is also for the commercial areas (ie, the café)?
Answer: Based on the latest technical advice received by the Department, it is estimated that there could be a maximum of six rubbish collections per week for residential uses (total for both general and recycling), and a further maximum of six rubbish collections per week for commercial uses (total for both general and recycling).

We are exploring creating a dedicated Queensland operating entity to enter into the lease with Government and take a novation of the HAFF 2 documents (if required) should we be successful in the tender. The entity would be a registered CHP and would provide tenancy and asset management services. We note the program contemplates that the successful housing proponent will enter into two preliminary contracts, Design Input Contract and the Pre-Operational Establishment Contract and we seek clarity on the earlier when CHP registration needs to be completed.
Would the Government permit the entity to enter into these preliminary contracts whilst the CHP registration process is proceeding? Engagement with the Qld Registrar indicates the NRSCH registration process could be completed by December 2026.

Please see below response to the question regarding CHP registration.
Answer: In the ITO Schedule A – Response Schedule Form, Section 5: Mandatory Requirements: It is required for the supplier to be a Community Housing Provider registered under the National Regulatory System for Community Housing (NRSCH) at the time of submitting your offer for the Southport Supportive Housing Project.
In respect of the comment in relation to the novation of HAFF documentation, it is noted that the relevant HAFF requirements have been incorporated into the tender contract documentation, and as such there will not be a novation of the Department’s funding agreement with Housing Australia. Further, it is important to note that the Department is the funding recipient under the agreement with Housing Australia as it is intended to recharge the Department’s upfront capital costs to deliver the project.
To summarise: there is no direct contractual relationship between the provider and HAFF.

Answer: The department is currently finalising a draft lease for the Southport Supportive Housing Project, which we anticipate will be available for provider review shortly. Please note, however, that all information required for providers to prepare their response is contained within the Invitation to Offer (ITO). Any lease provided will be in draft form and may be subject to further amendments. Final lease terms and conditions will be negotiated with the successful proponent as part of the formal process.

Previously, the Dept advised that it is estimated that there could be a maximum of six rubbish collections per week for residential uses (total for both general and recycling), and a further maximum of six rubbish collections per week for commercial uses (total for both general and recycling). Can the Dept please clarify whether or not the 6 rubbish collections are required to be provided by an external waste removal company or does the Dept required the bin collection areas to be cleaned 6 days per week?

In Schedule A of the ITO, Section 8. Checklist states Evaluation Criterion 1 response (maximum 4 X A4 pages). The Southport Supportive Housing Service Development Plan and the Southport Supportive Housing Service Delivery Model are attachments that must be added, and no other additional attachments will be accepted. However, section 6. Evaluation Criteria states "The Supplier’s response to this criterion should not exceed four (4) A4 pages, font 11 with 2cm margins – no other additional attachments will be accepted" and has no mention of a Service Development Plan or Service Delivery Model.
Can you please clarify and if a Service Development Plan and/or Service Delivery Model is required to be attached, and are there templates available?

• Brokerage must be spent in alignment with the Guidelines for the use of Brokerage Funds in Specialist Homelessness Services (the Brokerage Guidelines). This relates to brokerage funding provided to Specialist Homelessness Services under the Homelessness Program. https://www.housing.qld.gov.au/__data/assets/pdf_file/0014/3623/brokerage-guidelines-for-shs.pdf
• In accordance with the Guidelines, brokerage funds should only be provided in the context of case management.
• The purpose of brokerage funding in the Homelessness Program is to assist people to access or maintain independent accommodation, assist to address any problems or issues that prevent them accessing or maintaining accommodation and provide responses that are flexible and tailored to a person’s needs.
• In the context of the Homelessness Program, brokerage is defined as the purchase of goods or services that will support a person to meet their goals as specified in a case management or support plan.

Section 6 of the ITO – The Evaluation Criteria States (in part), that no joint responses will be accepted.
As Joint responses will not be accepted. Suppliers must submit individual responses, including costings for the relevant service, as part of their tender.
Suppliers may nominate their preferred partner in Section 1.1 of Schedule A – The Response Schedule Form.
