The mandatory requirement to have demonstrated experience in rail planning or rail infrastructure planning is not required for this work. The key aspect we are seeking is experience in accessibility audits.

I notice one of the key requirements is experience in accessibility audit. Can you please define exactly what it is about. Does it cover DDA and road safety audit experience?

The scope is to collect data (as per guidance in the brief) to improve the walking experience for people with disabilities on the primary walking routes identified. This is a broader data capture exercise than a DDA compliance audit although the successful contractor is to include DDA non compliance issues identified on the primary walking routes.

The Engagement Brief states, "TMR expects that the data will be collected by/with the assistance of people with disability." Could you please clarify whether this means the data collection should actively involve feedback from people with disabilities, or if their direct participation in the data collection process is required?
Additionally, would it be acceptable if the data collection is conducted by someone without a disability, provided that appropriate considerations are made for inclusivity and accessibility?

The expectation is that the data is collected by or with the assistance of people with disability. TMR will be looking to see this evidenced in proposals put forward.
