Details
The Queensland Building and Construction Commission (QBCC) wishes to appoint an appropriately experienced supplier for the provision of reinsurance brokerage services to assist in achieving the objectives of its Reinsurance Management Strategy and its obligations in respect of the Queensland Home Warranty Scheme (QHWS):

• providing home warranty cover that aligns with the reasonable expectations of Queenslanders

• managing the QHWS in accordance with actuarially sustainable principles

• setting premiums that are fair and reasonable

• demonstrating sound business risk management to reassure reinsurers of continued prudent management of the QHWS

• having sustainable capital base

• continuing to meet APRA capital requirements

• continuing to run a sustainable, viable, efficient and well managed first resort home warranty scheme

• limiting exposure for rare catastrophic events

• reducing volatility caused by large claims

• reducing volatility caused by significant claims experience

• providing advice to assist the QBC Board and senior management in carrying out their responsibilities.

Please could you explain what you are looking for in this section, particularly given that there is a requirement to provide price and payment terms in a separate Schedule? For example, are you looking for a value proposition in terms of services to be rendered to QBCC as opposed to fees?

This Tender Clarification is issued to all prospective Respondents. The following responses are provided to clarify aspects of the Request Documentation. Unless expressly stated otherwise, this clarification does not amend the requirements of the Request.



Question 1

Is there an opportunity to include a one-page executive summary in addition to the stipulated page limits?

Response:

No. Respondents must comply with the page limits specified in the Request Documentation. Any executive summary must be included within the applicable page limit and will not be permitted as an additional page. Submissions should be structured accordingly.



Question 2

In section 6.2, are bidders?permitted?to choose the length of their responses to each sub-question (i.e. 6.2a, 6.2b etc) so long as the aggregate?14 page?limit for 6.2 is not exceeded?

No.?Respondents must?comply with?the page limits specified for each sub-question within Section 6.2. Unused pages from one sub-question cannot be reallocated to another sub-question, and the prescribed page limits must not be exceeded. Submissions should be structured accordingly.



Question 3

Can you please share the Evaluation Panel members?

Response

No.?To?maintain?the integrity and probity of the procurement process, the identities of evaluation panel members are not?disclosed?during the evaluation period. All evaluations will be conducted by suitably qualified personnel?in accordance with?the evaluation?methodology?outlined in the procurement documentation.?

The closing date and time for the lodgement of Offers is?2:00 pm AEST on 30 September 2026. Respondents should disregard the date?stated?in Section 1.3. The Indicative Timetable at Section 1.4 reflects the correct Closing Time for this Tender.

Addendum 1 will be issued to correct this error

Yes.?Respondents may?submit?their response to Part C Question 6 as an addendum to the main submission. The response?is not required to?be presented in the tabular format provided in the Response Schedules, provided all relevant requirements of Part C Question 6 are addressed clearly and completely. Respondents should ensure that the addendum is clearly referenced within their submission.



Question 6

While price is important so is value for money. Tenderers may wish to justify their pricing by providing details which?demonstrate?why their price provides value for money.
