LAQ is seeking a highly experienced and capable Principal Design and Construct (D&C) Contractor Team to deliver the Brisbane CBD Office Design and Fitout Project ahead of relocations in alignment with its strategic objectives.

The Brisbane CBD Workplace Strategy (WPS) project represented a critical component of LAQ’s organisational transformation which aims to consolidate LAQ’s Brisbane operations into a single, fit-for-purpose back-of-house location, supported by a nearby front-of-house reception (total Net Lettable Area of approximately 7,344 sqm). LAQ is committed to a cost-effective and sustainable approach, prioritising the reuse of existing furniture and built form with the integration of modular solutions, minimisation of construction scope, and the incorporation of sustainable design principles.

Industry Briefing Session

The customer will hold a mandatory supplier briefing session for contractors at 10.00am on Wednesday, 22 July 2026 via a Teams Meeting invitation. (Should there be any changes to this time, attendees will be notified accordingly).

Contractors are to advise in writing via the Vendor Panel Portal and or email to laqwps.procurement@legalaid.qld.gov.au by Monday, 20 July 2026, 2pm that they will be attending. An Agenda will be distributed to all attendees prior to the briefing session.

The Customer requests that a maximum of two (2) representatives per organisation attend.

As per the Conditions of Contract and due to the sensitive nature of these services, Supplier Personal will be required to complete a Privacy, Confidentiality, and Conflict of Interest (PCCID) and email it to (laqwps.procurement@legalaid.qld.gov.au) by 2:00pm, Monday, 20 July 2026.

LAQ is seeking a truly collaborative partner to join a holistic project team dedicated to delivering the best possible outcomes for this significant accommodation transformation initiative.

The successful contractor will partner with LAQ to deliver a cost-effective, high-quality fit out that reflects the LAQ workplace design principles in alignment with LAQ’s Workplace Strategy. The contractor will engage closely with the project support team and staff to develop concept design plans that reflect the organisation’s functional and aspirational needs. These plans will then be applied to the existing build form in a cost-effective and sustainable manner, ensuring reduced costs while meeting workplace requirements. The process will focus on creating a fit-for-purpose solution that accommodates the diverse needs of LAQ’s teams and aligns with the organisation’s broader objectives.

The appointed Construction Contractor will be responsible for delivering the fit-out in accordance with the approved scope, budget, and program. The Contractor will act as the Principal Contractor under the Work Health and Safety Act 2011 (QLD) and will oversee all design and construction activities, including the engagement and management of consultants and subcontractors. The Contractor will work collaboratively with LAQ’s internal project team, the appointed Project Manager, and other support contractors to ensure high-quality outcomes, compliance with all relevant standards, and minimal disruption to LAQ’s operations.

Project-Specific Experience (Crucial)

• The supplier must hold all required QBCC licencing and any other required accredited qualifications. Evidence of accreditation must be provided.

• Level 3 - Pre-Qualified Contractor (PQC) or higher

• The supplier must hold and provide evidence of current certificate or equivalent of AS/NZS ISO Standards Compliance relative to:

o ISO 9001:2015 Quality Management System Certification (or equivalent).

o ISO 45001:2018 Occupational Health & Safety Certification (or equivalent)

o ISO 14001:2018 Environmental Management Systems (or equivalent)

This project is driven by critical timeframes, financial implications and milestones, including but not limited to lease commencements of 1 July 2026. While the project is not expected to be delivered by 1 July 2026, the project is to be delivered as soon as possible.

The Construction Contractor will be required to assess the project program with the external project manager and the LAQ Project Team and identify opportunities to mitigate risks and expedite timelines where feasible, without compromising quality controls or compliance standards. The dates outlined below are high-level estimates and will need to be reviewed and refined with project objectives and milestones.

Included in the tender pack is High-Level Project Programme for reference of the current estimated project deliverables, schedule and milestones. Tenderers are to submit a construction programme that outlines a realistic / achievable PC date in line with this program or can demonstrate an early PC date or staging initiatives.
