1 INTRODUCTION

It is home to around 30,000 people who live in the regional centers of Emerald (approximately 15,000 people) and twelve other unique communities being Arcadia Valley, Bauhinia, Blackwater, Bluff, Capella, Comet, Dingo, Duaringa, Rolleston, Gemfields, Springsure and Tieri.
Our region is rich in minerals and agriculture, thriving on irrigation sourced from water storages on the Nogoa and Comet rivers. We claim the largest sapphire-producing fields in the Southern Hemisphere.
Major freight routes through the region include the north-south link between Charters Towers and northern New South Wales—identified as the inland transport alternative between Cairns and Melbourne.
Central Highlands region has a 4,550km road network of council owned rural roads and urban streets. This includes approximately 3,150km of unsealed roads.
3 BACKGROUND INFORMATION
Central Highland Regional Council (Council) is seeking a qualified and experienced Building Contractor to rectify staff housing building defects and modify or renew building components at the following Council staff housing locations:
• Duaringa x 4 Properties (FIRST PRIORITY)
• Capella x 1 Property (FIRST PRIORITY)
AND
• Blackwater x 1 Property (SECOND PRIORITY)
• Duaringa x 6 Properties (SECOND PRIORITY)
4. PARTICULARS OF GOODS AND SERVICES
Areas Requiring Good & Services
The Goods and Services that have been stipulated for the upgrade, repair, and renewal to Council staff housing, are clearly detailed in the document titled SCOPE OF WORKS AND BILL OF QUANTITIES.
Typical areas within the Staff Housing domain requiring these Goods and Services include:
• Bathrooms and ensuites;
• Bedrooms and wardrobes;
• Kitchens and kitchen cabinetry;
• Laundries;
• Living, dining and lounge areas;
• Entry areas, hallways and internal circulation spaces;
• Doors, windows and security screens;
• Floor finishes and wall linings;
• Electrical, plumbing and mechanical services;

• Windows, window hardware, rollers, locks, seals, security screens and flyscreens;
• Power outlets, light fittings, switches, batten holders and associated electrical accessories;
• Ceiling fans and exhaust fans;
• Blinds and window furnishings;
• Carpet, underlay, vinyl flooring, tiles and skirting;
• Concrete, reinforcement mesh and associated paving materials;
• Kitchen appliances including stoves, cooktops, ovens and rangehoods;
• Kitchen, pantry, laundry and bedroom cabinetry and cupboards;
• Laundry tubs, plumbing fixtures and tapware;
• Toilet cisterns and bathroom accessories;
• Split system air-conditioning units and associated components;
• Plasterboard, wall linings and insulation materials;
• Handrails, ramps and accessibility components;
• Weighted shower curtains and associated fittings;
• Fencing, gates and clotheslines;
• Sealants, fixings, fasteners and associated installation materials;
• Manufacturer warranties and guarantees;
• Operating manuals and compliance documentation for supplied equipment and appliances; and
• Trade certificates, testing certificates and installation certifications where required by legislation or relevant Australian Standards.

The SCOPE OF WORKS AND BILL OF QUANTITIES is below:
• The Contractor shall provide all labour, materials, plant, equipment, transport, disposal and incidental items necessary to complete refurbishment Works at 105 Burn Street, Capella Qld.
Internal Repainting
• Preparation and repainting of internal walls, ceilings, doors, frames, skirtings, architraves, shelving and cupboards;
• Surface preparation including cleaning, sanding, patching and priming;
• Protection of existing finishes and final clean-down Works; and
• Indicative quantities include:
o Approx. 489m² walls;
o Approx. 255m² ceilings;
o Approx. 240lm skirting boards; and
o Approx. 10 internal doors.
Flooring Works
• Removal and disposal of existing carpet and underlay;
• Subfloor preparation;
• Supply and installation of new carpet and underlay or approved vinyl flooring;
• Installation of trims and transitions; and
• Indicative areas include:
o Approx. Five (5) bedrooms including robe/WIR areas.
Window Furnishings
• Removal and replacement of blinds and associated hardware;
• Supply and installation of roller blinds and panel glide blinds;
• Adjustment and testing of installed systems; and
• Indicative quantities include:
o Approx. sixteen (16) windows and sliding door systems.
General
• Protection of existing finishes;
• Removal of rubbish and waste;
• Coordination of trades and site access;
• Provision of warranties and relevant certifications; and
• All Works shall comply with relevant Australian Standards and manufacturer requirements.
Quality of Goods & Services
All Goods and Services need to be supported by quality assurance processes to ensure chosen materials and installation methods create final products that not only look aesthetically pleasing but are safe and fit for purpose.
Using safe products and correct installation methods, will help to ensure that final users do not get injured while using these products. This practice will also help to ensure that banned or recalled products are not used, legal requirements are fulfilled, and end users are provided with usable, safe, and trustworthy products.
Quality control is also of high importance to ensure a committed focus on the inspection of products and installation methods to check for defects. This will assist in guaranteeing they comply with the most current quality standards.
All Works shall be completed in a neat and tradesperson-like manner.
The Contractor shall maintain appropriate inspection, testing and quality assurance records for Works undertaken under this Contract and provide such records to the Principal upon request.
5 SPECIFIC REQUIREMENTS OF THE CONTRACT

Latent Conditions & Site Verification
Tenderers shall verify all dimensions, quantities, existing conditions and site constraints prior to pricing and commencement of Works. No variation claims will be accepted for failure to inspect site conditions.
The Contractor shall immediately notify the Principal upon discovery of any latent conditions including, but not limited to:
• asbestos containing materials;
• termite activity or damage;
• moisture ingress;
• mould;
• structural deterioration;
• concealed service defects;
• damaged substrates; or
• any unforeseen condition that may affect the scope, safety, cost or delivery of the Works.
No additional Works associated with latent conditions shall proceed without prior written approval from the Principal.
Suspected asbestos containing materials are identified during the Works, all Works within the affected area shall immediately cease and the Principal shall be notified. No disturbance, removal or remediation Works shall proceed unless appropriately assessed and managed in accordance with relevant legislation and approved procedures.
Completion, Handover & Defects liability Period (DLP)
• Upon completion of the Works, the Contractor shall provide all relevant warranties, guarantees, manuals, operating information, trade certificates, testing documentation and compliance certifications associated with the completed Works.
• The Contractor shall ensure all rubbish, surplus materials and temporary Works are removed from site and all work areas are left clean, safe and fit for occupation.
• Tenderers shall allow for a Twelve (12) Month Defects Liability Period (DLP) for each property from the date of Practical Completion. During the Defects Liability Period, the Contractor shall rectify any defects or workmanship issues identified by the Principal within a reasonable timeframe and at no additional cost to the Principal.
• Prior to Practical Completion and handover, the Contractor shall arrange an inspection with the Superintendent to identify any incomplete Works, defects or non-conformances. Any identified defects shall be rectified within agreed timeframes prior to final completion unless otherwise approved by the Principal.
Staged Works for occupied properties
• Tenderers shall allow for staged Work.
• The Principal may arrange temporary relocation of occupants where required.
• The Contractor shall minimise disruption to occupants and neighbouring properties during the Works. The Contractor shall provide appropriate dust suppression, noise management, protection of existing finishes and safe access throughout the duration of the Works

Supply Chain Risks
Building Contractors should have a supply chain contingency plan, to manage unexpected production, supplier, or shipping delays.
This plan should help mitigate supply chain risks as follows:
• Having more than one supplier for critical components;
• Maintaining additional stock of essential components;
• Considering using shipping companies that offer expedited shipping for urgent deliveries;
• Confirming or updating supplier contract terms;
• Establishing procedures for resolving supply disputes such as penalties for delays;
• Receiving materials from suppliers in a timely manner;
• Ensuring packages go to the correct address and do not get lost;
• Providing proper material packaging to prevent damage during delivery;
• Awareness of supplier material manufacturing processes;
• Freight and shipping;

• Waterproofing Works shall comply with AS 3740 Waterproofing of domestic wet areas. Waterproofing Works shall constitute a hold point and tiling Works shall not proceed until waterproofing installation has been completed and inspected where required. Wet area membranes shall be flood tested where applicable prior to installation of floor finishes or handover of the area. The Contractor shall provide photographic records of waterproofing installation upon request by the Principal.
• Subfloor moisture testing shall be undertaken prior to installation of vinyl flooring or other moisture-sensitive floor finishes. Flooring products shall not be installed where moisture levels exceed manufacturer recommendations.
• All plumbing and drainage Works shall be tested and commissioned in accordance with applicable Australian Standards prior to concealment or handover. Any leaks, failures or defects identified during testing shall be rectified prior to completion of Works.
• The Contractor shall provide all required electrical testing, commissioning and certification documentation for completed electrical Works prior to Practical Completion.
Pricing
This Contract may be multi awarded, depending on the bids received and the location of the tenderers.
The tendered prices may also dictate if all or only some of the Works can proceed.
In the event of discrepancy, the following order of precedence shall apply:
1. Approved variations;
2. Specification;
3. Scope of Works & Bill of Quantities; and
4. Supporting documentation.
Tenderers are advised that the Principal reserves the right to award all, part, or none of the Works associated with this Request for Tender.
Each property price shall be standalone and independently deliverable.
The Principal may Award:
• individual properties separately;
• multiple properties to one or more Tenderers;
• specific trade packages or portions of Works separately for each property; and/or
• staged Works at different times depending on available budget, operational priorities, contractor capa-bility, timing requirements, and value for money considerations.
Submission of pricing does not guarantee that all properties or all portions of Works will proceed at the same time or be awarded to the same Tenderer.
Interested Tenderers can forward bids in the following manner:
1. For part of the Work that is in the area where they reside or operate their business from;
2. For all of the work that is in the areas as detailed;
3. Each property must be quoted separately using the supplied Excel Spreadsheet titled: SCOPE OF WORKS & BILL OF QUANTITIES.
Provisional Quantities & Provisional Sums
Any Provisional Items shall be managed as follows:
• The extent of work to be completed (if any) must be agreed to and directed by the Principal’s Superintendent prior to the Contractor undertaking any work under this item.
• The Principal is not liable for payment for any work under a Provisional Item unless it has been expressly approved in writing prior to being undertaken.
• No variation Works shall proceed without prior written approval from the Principal or Superintendent.
• Variation requests shall clearly identify the scope change, cost impact and any program implications associated with the proposed variation.
Key Performance Indicators
• Timely completion of Works in accordance with the agreed program and project milestones.
• Quality workmanship with minimal defects identified at Practical Completion.
• Rectification of defects within agreed timeframes.
• Compliance with Workplace Health and Safety (WHS) requirements and procedures.
• Timely communication, reporting and submission of variations where required.
• Maintenance of clean, safe and orderly work sites throughout the Works.
• Minimal justified occupant or stakeholder complaints during the Works.
• Provision of all required warranties, manuals, certificates and handover documentation at completion.
Refer to the separate KPI schedule document included in this tender for KPI descriptions, measurement methodologies, performance ratings, weightings and reporting requirements.
Pre-Start Meeting
Prior to the commencement of work under the Contract, the Contractor shall contact the Superintendent to arrange a Prestart Meeting.
The Pre-Start Meeting will take place between the Superintendent and Contractor to review and confirm the scope of Works and that all Principal Contractor obligations have been completed before taking possession of site and commencing work.
The Pre-Start Meeting shall:
• Establish lines of communication such as regular project meetings and confirm responsibilities of both parties to the contract.
• Finalise arrangements for submission and review of the Construction Program, Quality Plan, Environ-mental Management Plan, Safety Plan, Traffic Management Plan (where required) and the Community Liaison Plan (where required).
• Agree on procedures for storing project records, access to records, site inspection, hold points, wit-ness points, and submission of test results.
• Finalise Works area for possession of site, location of office space such as dongas, set down areas for delivery of materials and plant.
• Identification and location of underground services.
• Identify and reiterate contractual obligations for the management of:
? payment claims;
? variations;
? Delays;
? Request For Information (RFI’s);
? Non-conformances; and
? Administrative requirements by both the Contractor and the Superintendent.
Project Meetings
Project Meetings shall be held to review progress of the Works, including discussions to resolve other mat-ters of concern that arise.
Site Meetings shall be attended by the Contractor, Superintendent, and any other Council or Principal
Contractor representatives that are required to attend.
The Superintendent will chair the Project Meetings, arrange for the recording of Minutes, and confirm the content of those Project Meeting minutes at the next Project Meeting.
Project Meeting intervals will be mutually agreed between the Principal Contractor and the Superintendent.
Project meetings shall continually review, assess, and discuss:
• Progress of work under the Contract;
• Payment claims;
• RFI’s;
• Contract documentation;
• Construction program;
• Quality Plan;
• Environmental Management Plan;
• Safety Plan;
• Traffic Management Plan;
• Community Liaison Plan;
• Any non-conformances issue;
• Matters of concern related to the project; and
• Resolution of issues.
Workplace Health and Safety
Central Highland Regional Council is committed to providing a healthy work environment, by eliminating environmental tobacco smoke for all persons who work in or are exposed to a workplace or workplace activity and by encouraging smokers to stop smoking.
The Contractor has an obligation to take all practicable steps to ensure the WHS of its employees, sub-contractors and their employees and other people (not employees) who may be affected by the Contractor’s work practices. The Contractor has an obligation to consult, cooperate and coordinate activities with all other persons who have a duty in relation to the same matter, namely Central Highland Regional Council.
The WHS management system of the Contractor must demonstrate compliance with all obligations of an employer as specified under Queensland WH&S Legislation such as:
• Work Health and Safety Act 2011
• Work Health and Safety Regulation 2011
• WHSQ Codes of Practice
The Principal Contractor must submit with the tender, a sample copy of the following that demonstrates the Contractor has a WHS management system suitable for this Contract:
• WHS policy and objectives;
• Organizational structure and responsibilities;
• Certificates of competencies and licenses related to the Contract;
• Relevant risk assessments and controls;
• Relevant safe working procedure;
• WHS training and induction processes and records;
• WHS inspections and auditing procedures;
• WHS consultative processes; and
• Incident reporting and investigation procedures; and
• Performance monitoring mechanisms.
The Successful Principal Contractor and sub-contractors will need to complete a pre-qualification using the online induction system called LinkSafe. This management system is to ensure Central Highlands Regional Council only engages Contractors who have demonstrated they have competent safety systems as well as a good safety performance, that is relevant for their particular type of work.
Licences and Insurances
The Contractor and all subcontractors shall hold all relevant Queensland licences and competencies required for the Works, including an appropriate QBCC licence where applicable.
The Contractor shall maintain current Public Liability, Workers Compensation and any other insurances required by legislation for the duration of the Contract. Certificates of Currency shall be provided upon request.
Personal Protection Equipment
The health and safety of both Central Highlands Regional Council staff, and its contractors, is of prime importance to Central Highlands Regional Council. This commitment is demonstrated in several ways, including ensuring appropriate PPE attire is provided and worn.
Safety vests and safety boots must be worn at all times while visiting work sites. Additional personal protection equipment may be required, and this will be as directed by Central Highlands Regional Council’s site representative or the Principal Contractor’s site supervisor.
