Open Space Slashing Services

This is the scheduled maintenance of open space Council assets across the region. Tenders must be submitted for all three (3) Separable Portions (zones) for Open Space Slashing Services.

All Terrain Slashing Services

This is the scheduled maintenance of open space Council assets across the region which may require a variety of service methods due to the locality, undulations and topography, unsafe for standard operations and weather affected areas.

This portion of the contract is intended to provide consistent maintenance for open space assets, ensuring they remain safe, functional, and visually appealing for the public in accordance with Council’s standards and specifications.

Tenders must be submitted for all three (3) Separable Portions (zones) for All Terrain Slashing Services.

Overflow Register

Separable Portion G serves as the overflow register for contractors who may be engaged on an ad hoc basis or to assist with other separable portions at the direction of the Contract Administrator.

Respondents must submit Tenders for all Separable Portions for each category. Preferences for Open Space Slashing Services and All Terrain Slashing Services must be included in the returnable schedules and outlined clearly in the Tender Response Forms. The successful Contractor for each zone(s) will perform the identified service requirements for the term of the Contract.

Council reserves the right to award one (1) or more separable portions to one (1) or more contractors

An Information Session will be held on 5 March 2026

This schedule of rates contract will commence on the 1 July 2026, for an initial term of three (3) years with the option to extend a further two (2) years.

Attachment 1 – Service Specification: This document details the full scope of works to be performed and applies to all Separable Portions.

This is a Schedule of Rates Contract covering all sites identified in the tender. Council reserves the right to include additional sites during the contract term to accommodate changes in service delivery or the development of new locations.

The Schedule of Rates are to be submitted in accordance with the specified unit of measure (e.g., per hectare, per m³, or per hour). Respondents shall apply a per-unit rate.

All sites will be maintained in accordance with varying service levels and specification detail. There are five (5) defined service levels, each with an annual range of services. Typical service frequencies for each category are outlined in Attachment 1 – Service Specification.

Council will determine the servicing frequencies for each service level at the commencement of the contract. During the contract term, Council may adjust service levels within the established minimum and maximum range to account for seasonal variations or other operational requirements.

Tendered rates will apply to all sites within each separable portion. These rates will also apply to:

• Any new sites added during the contract term within the relevant zones; and

• Any variations to service delivery frequencies as notified by Council.

Council is committed to maintaining a consistently high standard of works across the region. Contractor performance will be monitored through established Key Performance Indicators (KPIs) and regular engagement with the nominated Contract Administrator.

The Contractor shall, at their own cost and expense, provide all resources necessary for the proper and complete execution of this Contract. This includes, but is not limited to, transport, labour, materials, plant, equipment, signage, traffic control, and any other associated requirements.

Question:
We are a small business based on the Sunshine Coast and have a couple of questions:

Are there minimum turnover requirements for this contract?

How many contractors are you looking to appoint per zone?

Is this opportunity suitable for Micro and Small businesses?

Answered on 25/Feb/2026 12:10 PM:

1. Could you please clarify what you mean by turnover requirements?

2. Council would award 1 contractor each zone, with the potential for a contractor to be awarded multiple or all zones.

3. Yes definitely Council encourages all size businesses to apply, however mandatory criteria outlined in the tender response form and invitation to tender is required.

Question:
CPI and Rate Review Clarification

The Invitation to Tender and Schedules do not appear to include a CPI or other price escalation mechanism.

Can Council please confirm whether tendered Schedule of Rates are to remain fixed for the full initial three (3) year term and any exercised extension periods, or whether Council contemplates any CPI-based adjustment or rate review?

Question:
Good afternoon.

We have noticed that the schedule of rates provided does not align with the service specification, specifically the 7 seperable portions (A to G). Can you please clarify how we are to complete this document?

Also, for Ad hoc/Overflow works (seperable portion G) are we able to add a line for equipment as per the other Categories?

For Seperable Portion G, can we just provide a price for All Terrain Slashing, or do we have to provide prices for all categories (open, all terrain and mowing) across all regions (north, central and south)?

Thank you for your assistance.

Answered on 16/Mar/2026 03:57 PM:

Hi Angela,

Thank you for alerting us to the schedule of rates. This has now been reissued.

For separable portion G contractors can just provide pricing for the items they want to. No need to price all in this portion.

Kind Regards
