Question
:
Good Morning, just a few questions:
1. Scope: Does the tender consider passive recreation or is the focus on active and sport?
2. Tourism: will this be a consideration within the plan?
3. Auditing and Mapping: is open space mapping a requirement of the brief and if so is this just the main townships?
4. Play: Are playspaces to be considered and if so how many do you currently have?
5. Facility assessment: What level of assessment is required? Should this be a strategic visual assessment, or is Council expecting detailed condition audits?
6. Consultation: What consultation coverage does Council expect across townships? Will Council assist with contact, promotion, venues and meeting arrangements?
7. Schedule: What commencement date, draft review period and final delivery date does Council anticipate? Is there a target date for Council adoption?
8. Future needs: Are there particular population, workforce or industry changes Council wants the plan to consider, such as mining and critical minerals projects, tourism etc?
10. Budget and pricing: Has Council set a budget range or maximum contract value?
thank you

:
Good morning, Mark
Scope: The Sport and Recreation Plan aims to evaluate our existing facilities and support local sporting clubs, providing actionable recommendations to enhance and advance sport and recreation opportunities across the Shire.
Tourism: Yes, tourism opportunities and visitor usage must be integrated into the plan.
Auditing and Mapping: Open space spatial mapping is a core component. Mapping will establish the baseline spatial data required for Council’s future asset management, infrastructure planning, and grant applications. Coverage includes Julia Creek, McKinlay, Nelia, Kynuna, Combo Waterhole, and surrounding rural areas.
Playspaces & Assets: Playspaces are included. Key assets to cover include:
McKinlay: Township playspace and tennis courts.
Julia Creek: Eastern approach playspace (Flinders Highway), main town center playspace, caravan park precinct (putt-putt golf, traffic training area, tennis & basketball courts, outdoor gym, public pool & slide, Kev Bannon Oval, bike path, and skate park).
Outlying Locations: Key recreational/visitor nodes including Combo Waterhole and Kynuna facilities.
Facility Assessment: A strategic visual and functional condition assessment (e.g., identifying aging equipment, safety compliance, and maintenance needs).
Consultation: Council requires a hybrid engagement model, including a community workshop in Julia Creek and an online/paper survey for remote and outlying residents. Council will host public sessions and promote consultation via our weekly newsletter, Facebook, and local flyers.
Schedule: Council has not set fixed milestone dates and expects the successful tenderer to propose a realistic project schedule and timeframe.
Future Drivers & Growth: Planning must address population changes linked to local mining growth while heavily prioritizing community liveability to attract and retain long-term residents. Enhancing tourism infrastructure remains a high priority to support regional economic development and local employment.
Budget & Pricing: A formal budget has not yet been resolved by Council. Tenderers should submit a detailed cost breakdown based on their proposed methodology.
