This Request for Tender (RFT) seeks to engage a suitably qualified Principal Contractor under a Lump Sum Contract to complete the remaining demolition, asbestos removal, stockpile removal, validation and site remediation works at the former James Cook University (JCU) Western Campus and Western Halls (collectively referred to as the Western Campus throughout this Scope of Work) to facilitate future redevelopment opportunities.
Background information / Compatibility requirements
Details
The project follows the partial completion of demolition works undertaken under a previous contract. Following cessation of those works, the remaining demolition activities, asbestos containing materials (ACM), demolition debris, stockpiles, in-ground infrastructure and associated site conditions were assessed by Onterris. These investigations have been documented within the Asbestos Management Specification (AMS), Revision B and supporting technical reports, which form part of the Contract Documents.

Question:
Hi JCU tender team, we have some questions as follows:

1) Will the successful contractor be able to transverse between the stockpile site identified in the civil drawings to the demolition site using off-road articulated dump trucks?

2) Will the successful contractor be able to relocate uncontaminated concrete from demolition site to stockpile site for processing and loading trucks for export to external recycling centre?

3) The successful contractor can only assume that there is sufficient gravel in stockpile site to be able to cap the demolition site. Will JCU be in favour to crush the clean concrete from the demolition site at the stockpile site location to increase volume of capping material if needed? In lieu of exporting to recycling facility?

4) Are there existing fire hydrant points around James Cook Drive of Endeavour Drive to fill a non-registered moxy water cart for dust suppression for haul roads, stockpile site and the demolition site?

Good morning,

Please see responses below:

1) This will depend on the proposed methodology and ability to traverse between each stockpiles without further spreading or worsening contamination but yes there should be sufficient space for larger plant. The alternative would be to separate the scope or works into individual zones which incorporate the stockpiles and remove these in a staged approach traversing only through areas/ paths of travel known to be free of any contamination.

2) As above, this will depend on the contractors methodology and ensuring contamination has been removed first or known not be contained within the material.

3) JCU will not support crushing on campus and prefer the existing stockpile at the rear of campus to be used as fill and compaction.

4) Yes, the existing fire hydrants have been left live for dust suppression and filling of water carts. Any relevant authority will have to be notified prior to using these hydrants.
