Question
:
Can suppliers submit for the facade-cleaning component only? If a single response must cover both components, may the access-system inspection and testing be delivered by an approved specialist subcontractor or consortium member? Please confirm the mandatory licences or accreditations and minimum insurance limits for the head contractor and specialist subcontractor, and whether any mandatory briefing or site inspection applies.
Answered on 11/Sep/2026 12:23 PM
:
Tenderers may submit a response for the full scope of services or for an individual service component as follows:
• Façade and Window Cleaning Services Only and/or
• Anchor Point Inspection, Testing and Certification Services Only or
• Both Service Components as a Single Submission.
Where a Tenderer elects to submit for both service components but does not directly perform anchor point inspection and testing services, the Tenderer may engage a suitably qualified specialist subcontractor or consortium partner to undertake these works. Any proposed subcontractor or consortium member must be clearly identified within the tender submission, including their qualifications, experience, certifications and relevant licences.
For facade and window cleaning works via rope access:
• Current Queensland Work Health and Safety compliance.
• Personnel holding a current General Construction Induction (White Card).
• Rope access technicians certified through an internationally recognised rope access scheme, such as:
o IRATA (Industrial Rope Access Trade Association) or
o SPRAT (Society of Professional Rope Access Technicians).
• Demonstrated competency in working at heights and rescue procedures.
For anchor point inspection, testing and certification services:
• Demonstrated competency to inspect and certify fall-arrest anchor systems in accordance with the relevant Australian Standards.
• Inspection and testing personnel suitably qualified and experienced in:
o AS/NZS 1891 series.
o AS/NZS 5532
o AS/NZS 4488 (where rope access systems are utilised).
• Use of calibrated testing equipment and provision of certification documentation upon completion.
Minimum insurance limits are noted in the ITO documentation, and a non-mandatory site inspection has already been held.
