Swan Hill Rural City Council (Council) is inviting tenderers to apply for Ken Harrison Reserve irrigation upgrade project in Swan Hill VIC 3585. This project aims to replace the current irrigation system with a more reliable, efficient and sustainable one to support year-round community and sports activities, enhance turf quality, reduce operational costs and meet the Council’s standards for public facilities.
The project is time sensitive considering the seasonality of cricket and other sports activities in the vicinity.
The scope of works is divided into the following two separate portions:
Separable Portion 1: Dam expansion works
This portion covers the expansion of the dam, including vegetation removal and the installation of fencing, as per dam expansion drawings provided in Part D (Drawings and Supporting Information).
Separable Portion 2: Pump Shed and Irrigation Works
This portion includes:
(i) Design, approvals and construction of a new pump shed;
(ii) Supply and installation of a new pump system, including suitable pumps;
(iii) Upgradation of the irrigation system for the Ken Harrison Reserve cricket oval, including the control system;
(iv) Provision and installation of infrastructure to draw water from the dam, as per dam expansion drawings provided in Part D.
Tenderers may submit a tender for Portion 1 or Portion 2 or both Portions 1 and 2. Council may award the portions together or separately, and to one or more tenderers.

Can you please provide appendix B that is referenced within the specification?
4.3.3. Electrical Power Requirement
The maximum supplied power to the pump shed will be 74kW - 3 phase. This has been based on a selection of
Grundfos pumps see APPENDIX B (suggested pump). If the tenderer has a different pump selection that exceeds
this supply, they are to notify the Council as part of the tender response.

Hi - documentation stated critical timing. Presuming this is based around cricket and football. With an award date of early March when are contractors expected to make a commencement and also completion of the new irrigation system to the field?

Project commencement will occur as soon as practicable following contract award - early March 2026.
Please note, however, the requirement in the Project Brief / Specification (Part B) and Drawings/Designs (Part D) that no works may be undertaken on the cricket oval until the conclusion of the cricket season (anticipated to conclude from 9th March 2026). Preliminary works, as defined in the Drawings (Part D), can commence asap.
Practical Completion date is 30 June 2026, as per General Conditions of Contract (Part C). Council may consider an alternative date that is reasonably close to this timeframe.
