This Supported Tenancies for Young Parents initiative will connect vulnerable young parents and young pregnant women with a support provider to deliver tenancy sustainment services that respond to their unique needs, build their skills to sustain a social housing tenancy and successfully parent, and overall improve their overall social and economic independence.

The Supported Tenancies for Young Parents program locations are:

• Townsville;

• Moreton Bay (with support for Maroochydore); and

• Logan (with support for Inala).

The department has issued this Invitation to Offer (ITO) for the locations identified above with the objective of procuring suppliers to deliver mobile support services for young parents aged 16-25 who are living in social housing and at risk of homelessness. The service will:

• deliver tailored, wraparound, specialist, mobile tenancy sustainment support services for young parents who face a range of housing challenges and additional vulnerabilities

• support young parents to sustain and stabilise social housing tenancies

• assist young families to build parenting skills and engage with different support services, including supporting health and wellbeing outcomes for children

• link young parents with local community and specialist services to continue to build social and economic independence, parenting skills and community support links. This may also include engagement with education, training services, and encouraging positive employment outcomes.

The successful suppliers will be required to sign either a new Service Agreement, or if already funded by the department, a Variation agreement to their existing Service Agreement, to deliver services from 1 September 2025 until 30 June 2028, with possible extension dependent on available funding.

Question:
1. The tender states on p13 of the ITO that "yearly funding amount allows for two (2) Social and Community Services Award Level 6 employees". Is the Department prescribing that the workers must be paid at the Level 6 rate?

2. The tender states on p11 of the ITO that the Supplier will provide access to a defibrillator in the office accommodation. Is the Department prescribing that a defibrillator must be present at the office despite the program being for mobile support and outreach?

Question 1 Answer: The department is providing a suitable level of funding to enable a service model of two workers at a Social and Community Services Award Level 6. Deviations from this should be explained in the offer.

Question 2 Answer: The supplier is responsible for all office accommodation which must meet health and safety legislation and obligations for outreach and mobile support. A defibrillator is a recommended tool to manage health and safety in the workplace.

Can a provider submit a proposal with less than $100,000 brokerage allocation, allowing for more operational costs to be covered in the nominated total annual budget?

Q2) Do you have an indicative number of clients per region, per year, that the department is anticipating will need the provided support?

Question 1 Answer: A provider can submit a proposal with less brokerage allocation. Deviations from the funding allocation outlined in the ITO should be explained in the offer, including the rationale for how funding will be used.

Question 2 Answer: The department has not specified a target number of clients per region each year. The department invites suppliers to propose the volume of clients they anticipate assisting, based on their capacity and service delivery approach.

Will the successful tenderer be required to:

- Accept all referrals or can they accept referrals for a particular population cohort e.g., Aboriginal and Torres Strait Islander young parents?

- Deliver to all parts of the LGA e.g., can they accept referrals for Moreton Bay but not Maroochydore?

Answer: The successful supplier will be required to:

• deliver the Service to Young Families, inclusive of all cohorts.

• deliver the Service within the LGA(s) specified in section 2.1.4 of the Invitation to Offer for which it makes an offer. Service catchment areas must not be used as a basis to exclude clients from accessing a service.

Alternative offers can be submitted by completing Schedule B - Alternative and innovative offers. If the supplier wishes to make an alternative offer, it must set out details of its alternative offer/suggested innovations or improvements.

In the attached expenditure plan (Excel) it states the Superannuation to be 9%. Shouldn't it be 12% from 1 July 2025?

Answer: There is an error in the supplied expenditure plan. The current superannuation guarantee is 11.5% and will be increasing to 12% from 1 July 2025. Please cost appropriately and continue to use the supplied expenditure plan.

We are an organization that already provides those services across the broader Sunshine Coast area however we are confined in our collaborative relationships to this area. Is there scope within this Tender for an organization to provide services specific to the broader Sunshine Coast region in partnership with a separate organization who can provide their services specific to the Moreton Bay area?

Answer: Suppliers can submit joint, or consortia offers by completing Schedule B - Alternative and innovative offers. Offers must detail the alternative or innovative offer, include completed ‘supplier details’ for all involved suppliers and clearly detail the lead legal entity and governance arrangements including financial, staffing and service delivery arrangements.
