During the following years there were several amalgamations and splits as new Shires were formed and reshaped until Cessnock was declared a City in 1958.

What the buyer is requesting
Details
Council is seeking to engage a licensed contractor or contractors to carry out work on Fire Protection Equipment in a variety of buildings and facilities throughout the Cessnock Local Government area for the period 1 July 2026 to 30 June 2029 with two extensions of twelve months with satisfactory performance.
Council controls a variety of buildings and facilities throughout its Local Government area and is seeking to engage a suitably qualified licensed contractor to carry out work on Fire Protection Equipment in these buildings.
A single contractor will be engaged to carry out the specific programmed maintenance work in accordance with the required standards. Any additional buildings requiring servicing during the contract term will be advised to the Contractor.
This section of the tender covers the scheduled inspection of and reporting on all of the fire protection equipment described in but not limited to Annexure A to this Specification. Note that the exact quantity or nature of items may change from time to time as buildings are constructed, refurbished or demolished. Contract payments will be made based on equipment/buildings actually serviced and not on the basis of historic requirements. Council reserves the right to add or remove additional facilities/items to be serviced during the Tender period.
The Scope of Work for maintenance of the Fire Protection Equipment in each of these buildings shall be in accordance with AS 1851-2012 Routine Service of Fire Protection Systems and Equipment.
It is Council’s intent that when inspections are performed, that services are carried out at the same time.
Inspect, maintain and report (actions up to and including those prescribed within AS1851 yearly routine service schedule) on the following:
• Fire Sprinklers
• Fire Pump Sets
• Fire Hydrant Systems
• Fire Detection and Alarms Systems
• Special Hazard Systems
• Fire Hose Reels
• Portable and Wheeled Fire Extinguishers
• Fire Blankets
• Passive Fire and Smoke Systems
• Fire and Smoke Control Features of Mechanical Services
• Emergency Planning In Facilities
• Paths of travel incl. doors, exit doors and fire safety signage (EPA reg. 2000 P9 Div7)
• Inspection of fire exits and paths of travel to fire exits
• Exit and Emergency Lighting certification (If required council will advise)
Provide and complete log books, inspection reports and associated documentation to the minimum standard of performance as listed in the fire schedule for the individual building to enable the submission and signing of the Annual Fire Safety Statements for equipment identified above, which may include inspection reports received from Councils nominated contractor for Exit & Emergency lighting, to be compiled and used for AFSS sign off. Hard copy inspection reports may be requested.
All annual inspections must be performed by an Accredited Practitioner Fire Safety (APFS) to prepare and provide the Annual Fire Safety Statements.
