What the buyer is requesting

Details

The Supplier will be required to deliver the Mental Health, Alcohol and other Drugs (MHAOD) Gambling Intervention Program 2026-2029 within the Supplier’s existing operational MHAOD treatment settings, across Queensland.

The Supplier will be required to provide the following Services:

(a) Counselling and Support to

(b) Adults experiencing or at risk of experiencing gambling harm, who are receiving MHAOD treatment through the Supplier’s existing operational MHAOD treatment settings.

The resulting contract (under Service Agreement Standard Terms) will be for an initial period of three (3) years from 1 October 2026, with the possibility of two (2) x one (1) year extensions.

Background information / Compatibility requirements

Details

The Supplier must meet the following mandatory requirements:

(a) Suppliers adhere to the Queensland Government Supplier Code of Conduct.

(b) Hold the following insurances or, if successful in this ITO process, undertakes to obtain the following insurances before the contract commencement date.

- Workers' Compensation Insurance in accordance with the Workers’ Compensation and Rehabilitation Act 2003 (Qld), or as required by law.

- Public Liability Insurance for a minimum of $10 million in respect of each claim

- Professional Indemnity Professional Indemnity Insurance for a minimum of $1 million in respect of each claim

(c) Supplier has the capacity and capability to deliver the Service, either in their own right or through subcontracting arrangements.

(d) The Supplier is independently accredited by an appropriately qualified auditor, under relevant Australian human services quality standards/framework (e.g., the Human Services Quality Framework, National Standards for Mental Health Services, National Safety and Quality Mental Health Standards for Community Managed Organisations or QIC Health and Community Services Standards or equivalent) or if successful in this ITO Process will undertakes to obtain accreditation within twelve (12) months of the contract commencement date.

(e) The Supplier has at least one (1) existing operational MHAOD treatment setting located within the state of Queensland that provides in person counselling and support.

If the Supplier does not currently meet mandatory criterion (b) or (d), they must provide details in their Offer how they will meet the criterion within the timeframes stated.
