Business Info
The Central Highlands region is in Central Queensland, Australia. The region encompasses an area of around 60 000 square kilometres, making it just short of the size of Tasmania.

It is home to around 30 000 people who live in the thirteen unique communities of Arcadia Valley, Bauhinia, Blackwater, Bluff, Capella, Comet, Dingo, Duaringa, Emerald, Rolleston, Sapphire Gemfields, Springsure and Tieri.

Our region is rich in minerals and agriculture, thriving on irrigation sourced from water storage on the Nogoa and Comet rivers. We claim the largest sapphire-producing fields in the Southern Hemisphere.

Major freight routes through the region include the north-south link between Charters Towers and northern New South Wales—identified as the inland transport alternative between Cairns and Melbourne.

Question:
Good afternoon,

We've reviewed the documents and want to confirm which T&Cs are applicable. It is quite confusing as it mentioned a lot of sections, but not listed. For example -

"Supplier provided conditions, except those submitted

on Response Schedule S11 shall be

disregarded and not form part of the contract between Central Highlands Regional Council and the

Supplier, even where submitted as part of the suppliers response package."

We cannot find S11.

Could Council please confirm exactly what T&Cs apply for this proposed supply arrangement. In this same Schedule, S11, qualifications and departures are also to be completed.

Many thanks

Answered on 15/May/2026 01:58 PM:

Council can confirm all the terms and conditions are as per section 1 (G&S Contract) with supplementary conditions as listed in the CSR under contract specific conditions. In regards to Schedule 11, council can confirm that there is no Schedule 11 applicable under this RFQ.

Could Council please confirm are the two delivery locations as per below:

1. Mayfair is to be delivered to 16 Kassidy Drive, Emerald QLD 4720

It is not clear and the documents state the above, but the pricing schedules state otherwise.

Question:
Good morning,

If successful, Schedule 4 needs to be signed by a director, under Alternate 1a: Supplier is a Company. Would Council allow this to be amended to authorised Officer, same with Council's signature block?

To obtain directors signature is a lengthy process, and to fast track this, allowing authorised officer will fast track this process.

Many thanks

Answered on 15/May/2026 01:56 PM:

Yes that is acceptable

Question:
Good morning,

Schedule 11 has been noted to not be applicable. Will Council allow and accept, if any contract departures are to be noted, that these be marked up directly in the document?

Many thanks

Answered on 20/May/2026 07:40 AM:

Council wishes to advise that all submissions must be conforming. An alternative submission may be provided in addition to a conforming one. Marked contracts will not be accepted as part of the conforming submissions.
