Question:
We seek clarification regarding the pre-qualification requirements for this tender and the other two tender you currently have open, specifically the requirement for VicRoads (Department of Transport and Planning) Level B1 contractor prequalification.

Can the Principal confirm whether a tender submission will be considered compliant where the contractor has applied for, but not yet been formally granted, Level B1 prequalification at the time of tender closing? If so, what evidence (e.g. application status or supporting documentation) would be required to demonstrate eligibility?

By way of context, the contractor has substantial experience delivering bridge construction projects for local and state government clients in south-eastern Australia, and is currently progressing the relevant Victorian prequalification.

Council wish to advise that we accept tenders from interstate contractors who have the equivalent to VicRoads B1 prequalification at the time of tendering. Eg. National Prequalification System for Civil (Road and Bridge) Construction Guidelines Transport for NSW | December 2023.

All tenderers must be prequalified at the time of tender close to be considered as a conforming tenderer.
